SUBJECT: 87th State Legislative Session Recap

 

SUMMARY:

Briefing to provide an overview of the legislation filed and passed during the 87th State Legislative Session.

 

BACKGROUND:

The 87th Regular State Legislative Session ran from January 12 to May 31, 2021. On November 12, 2020, City Council approved the City’s State Legislative Program provided the City’s priorities and guided the City’s legislative activities at the Capitol during the 87th Legislative Session.

 

A total of 7,148 bills and constitutional amendments were filed; to date 813 bills have passed. Bills passed by the legislature are sent to the Governor for signature. The Governor has until June 20 to sign and veto bills or allow them to become law without a signature.

 

The City of San Antonio tracked and monitored over 1,700 bills during the session. Government & Public Affairs will provide a recap of legislation the City actively supported and opposed, as well as the outcome of specific bills.

 

ISSUE:

The recap will cover legislation aligned with the City’s State Legislative Program and will include updates on legislation related to:

                     Police Accountability and Transparency

                     Public Health Investment

                     Broadband/Digital Divide

                     Local Control

                     Domestic Violence

                     Workforce Development

                     Education Funding

                     Quality and Affordable Housing

                     Homelessness

                     Utility Customer Information Privacy

                     Protection of Municipal Utilities

                     Military Support

                     Court Recorders

                     Transportation Investments

                     Pedestrian Safety
