SUBJECT:

Grant Submittal to Texas Department of Transportation for a Master Plan Study for Stinson Municipal Airport


SUMMARY:

This Ordinance approves the submittal of a grant application to the Texas Department of Transportation (TXDOT) in the amount of $300,000.00 for a Master Plan for the Stinson Municipal Airport. As part of the grant requirement, TXDOT oversees the project from design through project close-out, administers the grant funds and contracts and provides funding in the amount of $270,000.00. This action will appropriate the City's match of $30,000.00 and authorize execution of all necessary grant documents.


BACKGROUND INFORMATION:

The Aviation Department has coordinated with the Aviation Division of TXDOT to develop a Master Plan for the Stinson Municipal Airport, which was last updated in 2012. The Master Plan is a planning and programming tool that is used to identify future capital projects to meet the aviation needs of the region and is generally updated every 8 to 10 years. Through the Master Plan process, the selected consultant will review the existing conditions, facility requirements and forecasted growth for Stinson and recommend development alternatives.

As a condition of the grant program, TXDOT will act as the full agent to ensure compliance. As the agent, TXDOT will administer the consultant selection process and negotiate fees with the selected firm; execute all contracts; review and approve plans; pay the consultant's invoices; supervise and direct all work; coordinate the Federal Aviation Administration (FAA) review of the Airport Layout Plan; and, administer the federal Disadvantaged Business Enterprise Program. As such, TXDOT must receive the matching funds prior to implementation of the various work efforts.
