SUBJECT:

 

Sports License Agreement with Urban Soccer Leadership Academy

 

 

SUMMARY:

 

This ordinance authorizes the Parks and Recreation Department to execute a Sports License Agreement with Urban Soccer Leadership Academy for operations, maintenance, and programming of the designated sports fields at Old Spanish Trail Park at 3668 Fredericksburg Rd in Council District 7.

 

 

BACKGROUND INFORMATION:

 

In June 2013, through the ten-year Bexar County Flood Control Program, construction began on a regional storm water flood control basin at a twenty-six (26) acre site along Fredericksburg Road at Gardina Street known as Laddie Place Phase III.  The primary purpose of the project was to enhance storm water control in the greater Woodlawn Lake area with secondary functionality as a park.  The project was completed in April 2016 as the Old Spanish Trail Park containing sports fields, a walking trail, parking, and other onsite amenities.

 

On February 17, 2016, the City issued a Request For Qualifications (RFQ) License of Sports Fields at Old Spanish Trail Park.  On April 6, 2016, Urban Soccer Leadership Academy received the highest score and was recommended for award by the evaluation committee.

 

On July 26, 2016, the City and Urban Soccer Leadership Academy (USLA) entered into a five-year Sports License Agreement for the operations, maintenance, and programming of the sports fields at Old Spanish Trail Park at 3668 Fredericksburg Rd in Council District 7.  Since then USLA has targeted under-served youth who attend Title I high poverty schools; lack after-school nutrition and fitness support; and are English-learners or have limited English proficiency.  In 2019-2020, ULSA served 1,020 youth while successfully fulfilling all requirements under the terms of the agreement. 

 

The current agreement will expire on July 25, 2021 and a new Sports License Agreement is proposed to commence upon approval and expire on December 31, 2026 with one two-year administrative extension so long as the league is in good standing.  In lieu of rent, the league shall be responsible for operations and maintenance of the designated sports fields.  In addition, the league will be permitted to operate concessions with proceeds benefitting their program and to offset the cost of operations and maintenance.

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

 

ISSUE:

 

This ordinance authorizes the Parks and Recreation Department to execute a Sports License Agreement with Urban Soccer Leadership Academy for operations, maintenance, and programming of designated sports fields at Old Spanish Trail Park at 3668 Fredericksburg Rd in Council District 7.  This action is consistent with the adopted SA Parks System Plan by leveraging community partnerships to expand recreational opportunities in the community.

 

 

ALTERNATIVES:

 

City Council could elect not to approve this action and require the fields be added to the reservation system or leave them open for community use, both of which would require the department to maintain the fields.

 

 

FISCAL IMPACT:

 

There is no fiscal impact associated with this action.  This action results in cost avoidance to the City with the league maintaining the licensed premises.

 

 

RECOMMENDATION:

 

Staff recommends approval to execute a Sports License Agreement with Urban Soccer Leadership Academy for operations, maintenance, and programming of designated sports fields at Old Spanish Trail Park at 3668 Fredericksburg Rd in Council District 7.
