SUBJECT:
City of San Antonio’s FY 2021 Sidewalk Program
SUMMARY:
The Public Works Department will provide a briefing to the Culture and Neighborhood Services Committee on the status of the FY 2021 Sidewalk Program, a component of the Infrastructure Management Program (IMP).
BACKGROUND:
The goal of the IMP Sidewalk Program is to enhance the connectivity of the sidewalk network by constructing new sidewalks where gaps exist. Sidewalk projects are annually constructed throughout the city to help make San Antonio a more “pedestrian friendly” community for citizens. In FY 2018, Public Works developed a new Project Selection and Prioritization Criteria, to include proximity to schools, transit access, clinics, and medical facilities. Public Works seeks to promote public health and equity by prioritizing the installation of new sidewalks in these areas.
In FY 2020, to complement the work being done to fill gaps in the sidewalk network, the Public Works Department established the Sidewalk Reconstruction Program as a component of the IMP. This program, executed by City Crews, is primarily focused on residential neighborhoods and is intended to facilitate the reconstruction of deteriorated sidewalks that present a hazard to pedestrians. This program also uses the sidewalk prioritization criteria and data obtained from the sidewalk condition assessment to prioritize the reconstruction of sidewalks where a minimal percentage of the segments need to be reconstructed. This enables the utilization of allocated funds to strategically reconstruct deteriorated sidewalks in a manner that restores the most miles of sidewalks to usability.
In FY 2021 the Public Works Department will utilize the total amount of $18 million in funding to construct sidewalks through the IMP and the Bond - Pedestrian Mobility Program. The IMP will use $5 million to reconstruct two (2) miles of sidewalks and provide 15 miles of new sidewalks to the network. The Bond - Pedestrian Mobility Program will use $15 million to add 45 miles of new sidewalks to the network. These two (2) programs combined will provide 62 miles of sidewalks to the network in FY 2021.
