CITY OF SAN ANTONIO

GOVERNMENT & PUBLIC AFFAIRS DEPARTMENT

MEMORANDUM

TO:                                          Intergovernmental Relations Committee

FROM:                                          Jeff Coyle, Assistant City Manager

SUBJECT:                     Infrastructure and RAISE Grant Update

DATE:                                           June 4, 2021

The City’s Government & Public Affairs and Transportation Departments will provide an update on the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) grant opportunity and infrastructure funding being discussed by the federal government.

RAISE Grant

On April 23 the U.S. DOT released a Notice of Funding Opportunity for the RAISE grant program. The program is the continuation of the grants previously known as BUILD and TIGER and will make available $1 billion in FY 21 for transportation projects with a focus on creating jobs, improving safety, protecting the environment, and generating equitable economic opportunities. Applications for RAISE are due by July 12, 2021.

As this is a highly competitive grant, the City of San Antonio has begun a process coordinated with community stakeholders to identify projects that are best suited to meet the grant program’s evaluation criteria. The City’s Transportation Department has engaged a consultant to assist the community in submitting a proposal that aligns with Administration priorities.

FY 2022 Budget - USDOT

Included in the Administration’s FY 2022 budget, released on May 28th, is an $88 billion request for the U.S. Department of Transportation. The funding proposed in the budget are in addition to the funding proposed in the American Jobs Plan and includes:

Federal Aviation Administration - $18.45 billion

Federal Transit Administration - $13.5 billion

Federal Highway Administration - $47 billion

Thriving Communities Program - $110 million

Rebuilding American Infrastructure with Sustainability and Equity (RAISE) - $1 billion

GPA and the Transportation department will brief the IGR committee on the most recent discussions in Congress on infrastructure legislation and the steps taken in preparation for a RAISE grant submittal.
