Funding Agreement: Anne Frank Inspire Academy for Advanced Warning School Flashing Beacon Installation
SUMMARY:
An ordinance approving the execution of a Funding Agreement between Inspire Academies and the City of San Antonio in the amount of $23,149.50 for the acceptance of these funds from Inspire Academies for their share of construction related expenses for the installation of an advanced warning school flashing beacon near the Anne Frank Inspire Academy located in Council District 8 and, authorizing the amending of the FY 2021 - FY 2026 Capital Improvement Program with these funds from Inspire Academies to the FY 2021 School Pedestrian Safety Project.
BACKGROUND INFORMATION:
Project Background
Since October 2008, the City of San Antonio has offered the School Flashing Beacon Cost Share Program funded through the City’s School Pedestrian Safety Improvement Program. Schools interested in installing or enhancing existing flashing warning beacons are eligible to receive a 50% match of actual cost from the City up to $50,000.00. Program participants have included Incarnate Word High School in March 2010, School of Science & Technology in April 2011, IDEA Public School South Flores in October 2016, Islamic Academy of San Antonio in February 2019 and most recently Carvajal Elementary School in 2020.
Inspire Academies submitted a request to participate in the School Flashing Beacon Cost Share Program for the Anne Frank Inspire Academy, a nonprofit public charter school located at 11216 Bandera Road between Biering Lane and Brae Ridge Drive in Council District 8. A traffic engineering study and evaluation completed by Public Works in response to the submitted request for the School Flashing Beacon Cost Share Program supports installing an advanced warning flashing beacon near the Anne Frank Inspire Academy to help draw motorist attention to the existing school warning signs.
ISSUE:
This ordinance approves the execution of a Funding Agreement between Inspire Academies and the City of San Antonio in the amount of $23,149.50 for the acceptance of these funds from Inspire Academies for their share of construction related expenses for the installation of an advanced warning school flashing beacon near the Anne Frank Inspire Academy located in Council District 8.
Inspire Academies is interested in installing an advanced warning flashing beacon near the Anne Frank Inspire Academy between 11216 Bandera Road and 11050 Bandera Road including one mast arm mounted solar powered flashing beacon assembly. Inspire Academies has requested the City’s services to install the necessary equipment for the flashing beacon assembly to help draw motorist attention to the existing school traffic warning signs. The City will provide and be responsible for all equipment, personnel and related services necessary to complete the construction of this installation.
The estimated total cost for the installation of the advanced warning flashing beacon is $46,299.00. Inspire Academies will fund 50% of the total amount, $23,149.50, and the City will fund the remaining 50%. Should the total project cost exceed the City’s estimate, Inspire Academies will contribute 50% of the funds required to complete the project and the City will fund the remaining 50% of the actual cost.
ALTERNATIVES:
City Council could choose not to enter into the Funding Agreement with Inspire Academies. However, the City would lose a financial partner in providing school safety improvements and any future installations would be 100% funded by the City.
FISCAL IMPACT:
This ordinance authorizes the execution of a Funding Agreement with Inspire Academies and accepts up to 50% of the cost, or $23,149.50 and amends the FY 2021 - FY 2026 Capital Improvement Program with these funds from Inspire Academies to the FY 2021 School Pedestrian Safety Project to install an advanced warning flashing beacon. The total estimated cost of the installation of an advanced warning flashing beacon is $46,299.00. The remaining 50% or $23,149.50 will be funded by the City from the FY 2021 School Pedestrian Safety Project, a General Fund project included in FY 2021 - FY 2026 Capital Improvement Program.
RECOMMENDATION:
Staff recommends approval of a Funding Agreement between Inspire Academies and the City of San Antonio in the amount of $23,149.50 for the acceptance of these funds from Inspire Academies for their share of construction related expenses for the installation of an advanced warning school flashing beacon near the Anne Frank Inspire Academy located in Council District 8.
