Paint Truck for San Antonio Airport System

 

 

SUMMARY:

 

This ordinance authorizes a contract with Vogel Traffic Services dba EZ Liner for the purchase of a paint truck for a total cost of $370,708.10 for the Aviation Department. Funding is available from the FY 2021 Airport Operating and Maintenance Fund Budget.

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is an offer submitted by Vogel Traffic Services dba EZ Liner for the purchase of a paint truck in the amount of $370,708.10.  The paint truck will be utilized by the Aviation Department to paint runway and taxiway markings at both San Antonio International Airport (SAIA) and Stinson Municipal Airport. The new paint truck will replace the existing 15-year-old paint truck which has reached the end of its useful life.  The department has one paint truck and one palletized paint stripper utilized at both the SAIA and Stinson.

 

The paint truck is a specialized piece of equipment that helps maintain airfield compliance with the Federal Aviation Administration Part 139 Certification requirements.  The truck will consist of a Peterbilt Model #220 cab/chassis and an EZ Liner Model # TS-AL500 base truck bed.  The paint truck includes extra painting guns for improved efficiency in painting extra wide and extra-long markings (e.g., the runway centerlines are 36” wide), tandem paint pumps to allow multi-color painting and high pressure painting, high capacity flush tank to facilitate faster, easier flushing of the lines during color changes, FAA-required light bars and markings to increase visibility, a paint storage platform to allow additional paint to be carried on-board and loaded without having to return to base to obtain new supply, working lights for night time applications, back-up camera and extra ladders for safety, and aiming camera for driver accuracy in applying paint.

 

The City issued a Request for Offer (RFO) for “Paint Truck for San Antonio Airport System” (RFO# 6100013888) for the San Antonio International Airport on April 21, 2021 with a submission deadline of April 29, 2021. One offer response was received from Vogel Traffic Services dba EZ Liner which meets the solicitation requirements and is recommended for contract award. 

 

 

ISSUE:

 

This contract is for the purchase and delivery of a paint truck. The paint truck will be utilized by the Aviation Department to paint the runway and taxiway markings needed at both San Antonio International Airport and Stinson Municipal Airport. This purchase will also include two, 8-hour days of training for the Aviation staff for the use and care of the paint truck.

 

The paint truck has a one-year warranty on all parts and workmanship.

 

This purchase is made in accordance with the National Joint Powers Alliance (Sourcewell) cooperative program passed on Ordinance 2009-02-12-0102, dated 2/12/2009.

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

The recommended award is an exception to the Local Preference Program.

 

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

Should this contract not be approved, the Aviation Department will, to the extent possible, will continue to use its existing, obsolete 15-year-old paint truck.  Because of the age and obsolescence of the current paint truck, it is economically infeasible to repair and maintain.

 

FISCAL IMPACT:

 

This ordinance authorizes a contract with Vogel Traffic Services dba EZ Liner for the purchase of a paint truck for the Aviation Department for a total cost of $370,708.10. Funding is available from FY 2021 Airport Operating and Maintenance Fund Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of an ordinance for acceptance of a contract with Vogel Traffic Services dba EZ Liner, for the purchase of a paint truck for the Aviation Department for a total cost of $370,708.10.

 

This contract is procured by means of cooperative purchasing and a Contracts Disclosure Form is not required.
