Patrol South Underground Fuel Storage Tank Replacement


SUMMARY:

This ordinance accepts the lowest responsive bid and awards a construction contract in the amount of $401,543.89 to Petroleum Solutions, Inc. dba JF Petro Group for the Patrol South Underground Fuel Storage Tank Replacement project. Funding is available through previously authorized unissued Certificates of Obligation and included in the FY 2021 - FY 2026 Capital Improvement Program.


BACKGROUND INFORMATION:

The Patrol South Substation is located at 711 W. Mayfield. There is an existing fuel facility at this location which allows SAPD patrol vehicles to refuel on site. However, the fuel site is not operational due to the age and deterioration of the existing underground fuel storage tanks (USTs). The purpose of this project is to remove existing and install new USTs, piping, dispensers, and automatic tank gauge system which will allow the City to continue to maintain the integrity of all fueling systems while protecting the environment in accordance with the Texas Commission on Environmental Quality. The project is scheduled to start July 2021 and be completed by September 2021.

This project was advertised on April 28, 2021 for construction bids in the San Antonio Hart Beat, City's website, Texas Electronic State Business Daily, TVSA and through electronic bidding website CivCast. Bids were opened on May 21, 2021 and two (2) bids were received. Of these, Petroleum Solutions, Inc. dba JF Petro Group submitted the lowest responsive bid. A matrix of the bid outcome is included herein as an attachment.

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.
