Contract Award: Animal Care Services Kennel Door Upgrade Project
SUMMARY:
This ordinance accepts the lowest responsive bid and awards a construction contract in the amount of $439,984.48 to Geofill Material Technologies LLC for the Animal Care Services Kennel Door Upgrade project. Funding is available through FY 2021 Unissued tax notes and included in the FY 2021 - FY 2026 Capital Improvement Program.
BACKGROUND INFORMATION:
Animal Care Services kennels provides shelter and security for thousands of pets moving through the building every year. The purpose of this project is to replace and upgrade the facility’s existing galvanized kennel doors to stainless steel doors. The existing kennel door system has been in place since construction of the facility in 2007 and kennels doors can become unlatched resulting in potential for dogs to escape. This upgrade will not only improve the structure of the kennel door, it will also improve the kennel door locking system to ensure the safety of dogs and building occupants. This project is scheduled to start on July 2021 and be completed by December 2021.
This project was advertised on May 12, 2021 soliciting construction bids in the San Antonio Hart Beat, City’s website, Texas Electronic State Business Daily, TVSA and through electronic bidding website CivCast. Bids were opened on June 1, 2021 and one (1) bid was received from Geofill Material Technologies LLC. A matrix of the bid outcome is included herein as an attachment.
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract to maximize the amount of small, minority, and women-owned business participation on the contract. Geofill Material Technologies LLC has committed to meeting the 8% Minority/Women Business Enterprise (M/WBE) subcontracting goal.
This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.
ISSUE:
This ordinance authorizes a contract with Geofill Material Technologies LLC to provide Animal Care Services with upgraded stainless steel kennel doors for a total cost of $439,984.48. Construction is scheduled to start July 2021 and be completed by December 2021.
ALTERNATIVES:
Should this contract not be approved, the existing galvanized kennels doors will remain in place and could result in dogs escaping from the facility and increase the risk for injury for visitors and staff.
FISCAL IMPACT:
This ordinance accepts the lowest responsive bid and awards a construction contract with Geofill Material Technologies LLC for a total cost of $439,984.48. Funding is available through FY 2021 Unissued tax notes and included in the FY 2021 - FY 2026 Capital Improvement Program.
RECOMMENDATION:
Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $439,984.48 to Geofill Material Technologies LLC for the Animal Care Services Kennel Door Upgrade project.
