BACKGROUND INFORMATION:
Submitted for Council consideration and ratification is a contract with Progressive Emergency Products for the purchase of three trailer mounted generators for the San Antonio Metropolitan Health District. These units are sixty-five horsepower diesel powered three phase generators mounted on single axle trailers for easy transport. The trailer mounted generators were delivered April 8, 2021 and are being utilized by the San Antonio Metropolitan Health District to support the City of San Antonio mass COVID-19 Vaccination Clinic located at the Alamodome and will be redirected to the Mobile Unit Vaccination Program in targeted neighborhoods in the future.
The trailer mounted generators will support the continuity of operations for the mass COVID-19 vaccination distribution site and parking lot drive-through operations that are supported by generator power and supply electrical power for the vaccine freezers, lighting, air-conditioning and other electrical needs.
This contract was procured on the basis of an exemption to preserve or protect the public health or safety of the City’s residents.
The trailer mounted generators were procured pursuant to the Governor’s State of Emergency Proclamation dated March 13, 2020, as amended in subsequent Executive Orders, and the Mayor’s Declaration of Public Health Emergency as extended by the City Council of the City of San Antonio in response to the COVID-19, and Section 418 of the Texas Government Code, and is directly related to that emergency and necessary for the preservation of the public health and safety.
ISSUE:
This ordinance will ratify a contract with Progressive Emergency Products for the purchase of three trailer mounted generators for the San Antonio Metropolitan Health District. The trailer mounted generators were delivered April 8, 2021.
The generator engines are covered by a 12-month warranty from the date of purchase with unlimited hours or 36 months from date of purchase with 3,000 hours, whichever comes first. The generator and all electrical components are covered by a 24-month warranty from the date of purchase or 2,000 hours warranty, whichever occurs first. The trailers are covered by 12-month warranty, excluding normal wear items.
This contract is exempt from the Small Business Economic Development Advocacy (SBEDA) Program.
This contract is an exception to the Local Preference Program.
The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.
ALTERNATIVES:
This purchase was necessary to ensure the San Antonio Metropolitan Health District’s ability to protect the public in a critical medical emergency or COVID-19 related incident. The department may be unable to respond in an effective manner which could impact the City’s ability to provide health services for the residents of San Antonio.
FISCAL IMPACT:
This ordinance authorizes ratification of a contract with Progressive Emergency Products for the purchase of three trailer mounted generators that were delivered April 8, 2021 in the amount of $118,714.68. Funding is available from the Center for Disease Control Mass Vaccination Grant.
RECOMMENDATION:
Staff recommends ratification of this contract with Progressive Emergency Products in the amount of $118,714.68 to provide three trailer mounted diesel powered generators for the San Antonio Metropolitan Health District.
This contract was procured on the basis of a public health or safety exemption and a Contracts Disclosure Form is not required.
