An ordinance authorizing a contract with KKH Rentals, Inc. for the rental of three tents for San Antonio Metro Health District (SAMHD) to be used for city-wide COVID-19 vaccinations at the Alamodome for a total cost of $917,049.60 for the period January 2021 through September 2021. Funding is available from the Centers for Disease Control (CDC) COVID-19 Immunizations Grant.

 

 

SUMMARY:

 

This ordinance authorizes a contract with KKH Rentals, Inc. for the rental of three tents for San Antonio Metro Health District (SAMHD) to be used for city-wide COVID-19 vaccinations at the Alamodome for a total cost of $917,049.60 for the period January 2021 through September 2021. Funding is available from the Centers for Disease Control (CDC) COVID-19 Immunizations Grant.

 

BACKGROUND INFORMATION:

 

Submitted for Council action and ratification is a contract with KKH Rentals, Inc for the rental of three tents with lighting, to be used for city-wide COVID-19 vaccination distribution at the Alamodome.  The tents are installed at the Alamodome parking lot and are used to provide coverage for SAMHD staff and citizens from the weather and to establish drive through lanes and orderly process for vaccination distribution.  One tent is utilized for citizen check in, and two, eight lane drive thru tents are utilized for the vaccination and monitoring.  The vaccination distribution began on January 11, 2021 and will continue through September 2021.  Based on public health and safety concerns, time constraints to facilitate and implement the vaccination distribution, a purchase order was issued to KKH Rentals, Inc. on the basis of a public health and safety exemption.

 

 

ISSUE:

 

This ordinance will ratify an expenditure with KKH Rentals, Inc. in the amount of $917,049.60 for the rental of three tents with lighting utilized for COVID-19 vaccination and monitoring at the Alamodome parking lot.

 

This purchase is exempt from the Small Business Economic Development Advocacy Program.

 

This purchase is an exception to the Local Preference Program.

 

The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

This purchase was necessary to ensure the San Antonio Metropolitan Health District’s ability to protect the public in a critical medical emergency or COVID-19 related incident.  Without these tents, the department may be unable to respond in an effective manner which could impact the City’s ability to provide health services for the residents of San Antonio.

 

 

FISCAL IMPACT:

 

This ordinance authorizes the ratification of a contract with KKH Rentals, Inc. for the rental of three tents used for city-wide COVID vaccinations at the Alamodome for a total cost of $917,049.60. Funding is available in the Centers for Disease Control (CDC) COVID-19 Immunizations Grant.

 

 

RECOMMENDATION:

 

Staff recommends approval of the ratification of a contract with KKH Rentals, Inc. for SAMHD in the amount of $917,049.60 for the rental of three tents used for city-wide COVID vaccinations at the Alamodome for the period of January 2021 through September 2021.

 

This purchase was procured on the basis of a Public Health and Safety exemption and a Contracts Disclosure Form is not required.
