Director to report updates on Neighborhood and Housing Services Department Programs
BACKGROUND INFORMATION:
Each month the Director prepares a report on program updates directly affecting the Commission and its charge.
ISSUE:
Topics to be discussed are: (a) Follow up Answers to Questions Asked During Commission Meeting on May 26, 2021; (b) Strategic Housing Implementation Plan/ ForEveryoneHome Update; (c) FY 2022 City Budget Process Update; (d) FY 2022-2026 HUD Consolidated Plan & FY 2022 Action Plan Public Hearing; (e) Additional Housing Funding; (f) Bond Update; (g) Chief Housing Officer Update; (h) Subcommittee Update; (i) Upcoming Meetings
a) Follow up Answers to Questions Asked During Commission Meeting on May 26, 2021
During the May 26, 2021 meeting, Commissioners asked five (5) questions. Staff responses to those questions are attached.
b) Strategic Housing Implementation Plan/ ForEveryoneHome Update
Work on both the Strategic Housing Implementation Plan (SHIP) and ForEveryoneHome initiative continued through June. Two of the 34 recommendations were selected be fully developed by Grounded Solutions Network into implementation plans. The two items selected were items 2A: Develop a Housing Preservation Network to track government subsidized and unregulated low cot apartments and to develop strategies to preserve that affordable housing and 5A: Cease public support to market-rate development that displaces residents. Over the next few months Grounded Solutions Network will develop the implementation plans for incorporation into the Strategic Housing Implementation Plan (SHIP) along with other items from Growing Together- the ForEveryoneHome anti-displacement agenda
The Strategic Housing Implementation Plan (SHIP) progress continues this month with the four stakeholder forums working to complete finalize their strategy templates by early July. In early June, the eight-member steering committee of the SHIP agreed to extend the SHIP timeline, moving targeted council adoption from August to September. Chair Guerrero and Commissioner Alanis both serve on this steering committee. Staff anticipates bring draft SHIP items before the Housing Commission in July.
c) FY 2022 City Budget Process Update
The City Council will have a priorities setting session for the FY 2022 Budget on June 25, 2021. Staff will provide updates as budget development continues. SA speak up has published a survey for the public to inform them on what city improvements and projects are important. The survey is anticipated to be live until June 21st and is available at www.saspeakup.com
d) FY 2022-2026 HUD Consolidated Plan & FY 2022 Action Plan Public Hearing
The City is in the process of completing the FY 2022-2026 Consolidated Plan and developing the FY 2022 Action Plan and Budget (APB). The public comment period required by the U.S. Department of Housing and Urban Development begins on June 2 and will remain open until August 4.
e) Additional Housing Funding
Staff will provide an update on the additional funding received by the City of San Antonio for housing purposes.
f) Housing Bond
Staff will provide an update on the planning process for the potential 2022 Housing Bond.
g) Chief Housing Officer Update
Staff will provide an update on the status of the Chief Housing Officer.
h) Subcommittee Updates
Staff will provide an update on the status of the subcommittees. The Commission has moved to establish three subcommittees: Public Engagement & Outreach (PEO), Dashboard & Annual Report (DAR), and Agenda. Last month, Commissioners signed up for their desired committees. The Chair will select representatives from PEO and DAR to serve on the Agenda subcommittee. Additionally, at the June 14th meeting of the Culture & Neighborhood Services Committee of City Council (CNSC), Councilmembers directed the commission to create a fourth subcommittee on renters’ issues. The subcommittees will be discussed in greater depth at an upcoming meeting of the Housing Commission.
i) Upcoming Meetings
The next regular meeting will be held on July 28, 2021.
