Contract Award: West Military Drive & Westmar Drive Area (2017 Bond Project)
SUMMARY:
An ordinance accepting the lowest responsive bid and awarding a construction contract including two alternates to E-Z Bel Construction, LLC in an amount not to exceed $9,487,813.19 of which $2,729,466.00 will be reimbursed by San Antonio Water System (SAWS) and $493,736.00 will be reimbursed by CPS Energy for the West Military Drive & Westmar Drive Area project, a 2017 Bond funded project, located in Council District 6. Funding is available from the 2017 General Obligation Bond Program and is included in the FY 2020 - FY 2025 Capital Improvements Program.
BACKGROUND INFORMATION:
Project Background
On May 6, 2017, voters approved the 2017 Bond Program which authorized $10,160,000.00 for drainage and flood control improvements for the West Military Drive & Westmar Drive Area project located in Council District 6.
The West Military Drive & Westmar Drive Area project will provide for the construction of an underground storm drain system along West Military Drive within Cable-Westwood/Lackland Terrace area to provide flooding relief to adjacent neighborhood streets and properties. Project improvements will include the full-depth pavement reconstruction of West Military Drive and adjacent neighborhood streets including curbs, sidewalks, driveway approaches and utility improvements. Project construction is anticipated to begin in June 2020 and estimated to be completed by April 2022.
Procurement of Services
This project was advertised February 19, 2020 for construction bids in the San Antonio Hart Beat, on the City’s website, the Texas Electronic State Business Daily, on TVSA, through the electronic bidding site CIVCAST website, and on the Public Works Department Small Business Office. Bids were opened on March 17, 2020 and two (2) bids were received. Of these, E-Z Bel Construction, LLC submitted the lowest responsive bid.
This contract will be awarded in compliance with the new Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation on the contract. The Goal Setting Committee set a 22% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 2% African American Business Enterprise (AABE) subcontracting goal. E-Z Bel Construction, LLC has committed to meeting the subcontractor participation goal.
This construction contract was developed utilizing the low bid process. Therefore, a Contracts Disclosure Form is not required.
ISSUE:
This ordinance accepts the lowest responsive bid and awards a construction contract including an two alternates to E-Z Bel Construction, LLC in an amount not to exceed $9,487,813.19 of which $2,729,466.00 will be reimbursed by San Antonio Water System (SAWS) and $493,736.00 will be reimbursed by CPS Energy for the West Military Drive & Westmar Drive Area, a 2017 Bond funded project, located in Council District 6.
The West Military Drive & Westmar Drive Area project will provide for the construction of an underground storm drain system along West Military Drive within Cable-Westwood/Lackland Terrace area to provide flooding relief to adjacent neighborhood streets and properties. Project improvements will include the full-depth pavement reconstruction of West Military Drive and adjacent neighborhood streets including curbs, sidewalks, driveway approaches and utility improvements. Utility improvements will include the replacement of a water main with associated valves and meter adjustments, rehabilitation of a sewer main and replacement of a gas main.
The additive alternate included as part of this contract includes the mill and overlay of Westmoor Street from Westlyn Drive to Westbriar Drive. This contract also includes a base bid substitute alternate to increase the pavement section on Westoak mid-block about 400 feet from W. Military to Westfield. Project construction is anticipated to begin in June 2020 and estimated to be completed by April 2022.
ALTERNATIVES:
As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project. Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project.
FISCAL IMPACT:
This is a one-time capital improvement expenditure in an amount not to exceed $9,487,813.19 authorized payable to E-Z Bel Construction, LLC of which $2,729,466.00 will be reimbursed by San Antonio Water System (SAWS) and $493,736.00 will be reimbursed by CPS Energy for the West Military Drive & Westmar Drive Area project. Funds are available from the 2017 General Obligation Bond Program and are included in the FY 2020 - FY 2025 Capital Improvement Program Budget.
RECOMMENDATION:
Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract including two alternates to E-Z Bel Construction, LLC in an amount not to exceed $9,487,813.19 of which $2,729,466.00 will be reimbursed by San Antonio Water System (SAWS) and $493,736.00 will be reimbursed by CPS Energy for the West Military Drive & Westmar Drive Area, a 2017 Bond project.
