Construction Contract for Repairs to the Wall and Roof of the Airport Rescue Fire Fighting Facility at the San Antonio International Airport
SUMMARY:
This ordinance authorizes a construction contract with Davila Construction, Inc. for repairs to the roof and walls at the Airport Rescue Fire Fighting facility located at 1750 Skyplace Boulevard at the San Antonio International Airport. The contract is in the amount of $965,262.00. This action will appropriate funding from the Airport Improvement and Contingency Fund.
BACKGROUND INFORMATION:
The ARFF Station, located on the north side of the airport complex, specializes in aircraft crash fire suppression, passenger rescue, and EMS Paramedic first responders for the airport. The station was constructed in 1986. Within the past five years, the west wall began to exhibit separation. In addition, loose bricks at the parapet and “oil canning” of the roof membrane was noted where the roof and parapet met. Oil canning is the visible waviness, bulking or rippling of the metal that affects flat surfaces of roofs between the standing steams. An engineer’s assessment by AECOM recommended stabilizing the foundation and reroofing to address the “oil canning” issue.
The project will demolish the existing roof system and install a new system with a two-ply membrane over lightweight insulating concrete and accessories including a certified lightning protection system. In addition, the contractor will install new piers to stabilize the foundation, seal all cracks in the existing masonry walls and repair cracks on the interior walls.
ISSUE:
An Invitation For Bids was released on September 28, 2018. Three bids were opened on November 6, 2018. AECOM analyzed the bids and recommends Davila for the project.
The Goal Setting Committee applied a subcontracting goal of 24% for M/WBE and 2% for AABE. Davila Construction committed to 100% M/WBE and 4.67% AABE.
Davila Construction is a Job Order Contractor for the Transportation and Capital Improvements Department and has worked on the following projects: Denman Estate Park pond modifications, structural stabilization of the Dullnig House and the first phase of the Lincoln Park Improvements.
ALTERNATIVES:
As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project. However, considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project.
FISCAL IMPACT:
This is a one-time capital improvement expenditure in the amount not to exceed $965,262.00 payable to Davila Construction. Funds will be appropriated from the Airport Improvement and Contingency Fund will amend the FY 2019-2024 Capital Improvements Program.
RECOMMENDATION:
Staff recommends authorization of the construction contract with Davila Construction for the ARFF Wall and Roof repair project at the San Antonio International Airport.
