Purchase of Landscaping Equipment for the San Antonio International Airport
SUMMARY:
This ordinance authorizes contracts with Holt Texas LTD and DeWinne Equipment Company to provide replacement Landscaping Equipment for the San Antonio International Airport for a total contract value of $148,952.45. Funding is available from the Airport Operation & Maintenance Fund.
BACKGROUND INFORMATION:
Submitted for City Council consideration and action is the attached bid tabulation of five competitive bids to provide the San Antonio International Airport with replacement landscaping equipment for a total contract value of $148,952.45. This purchase includes one tractor with twenty foot batwing mower deck and two zero turn lawn mowers. This equipment will be utilized by the Aviation Department to maintain the San Antonio International Airport’s greenways surrounding the tarmac areas within required standards set forth by the Federal Aviation Administration (FAA).
ISSUE:
These contracts shall provide replacement landscaping equipment that will be used at the San Antonio International Airport to meet FAA requirements. The life expectancy of this equipment ranges from 48 months to 84 months. This equipment purchase will be funded by the Airport Operation & Maintenance Fund.
The 4x4 utility tractor is covered by a 24 month, 2000 hour warranty that will start on the day the equipment is placed in service. The 20’ batwing mower deck is covered by a 6 year gearbox warranty that will start on the day the equipment is placed in service. The 72” zero turn mowers are covered by a 5 year, 2000 hour, 2 years no hour limit warranty that will start on the day the equipment is placed in service.
The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to lack of small, minority, and/or women businesses available to provide these goods and services.
The recommended awards are to the lowest responsive bidders, who are also local businesses. Therefore, application of the Local Preference Program was not required.
The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.
ALTERNATIVES:
The current equipment has met or will meet the age requirement cycles for replacement. The replacement date is considered the optimum time for replacement as delaying the acquisition could make the equipment no longer economically feasible to repair and could lead to the department’s inability to provide essential services.
FISCAL IMPACT:
This ordinance authorizes contracts for the purchase of four pieces of landscaping equipment for a total cost of $148,952.45 available from the Aviation Operation and Maintenance Fund.
RECOMMENDATION:
Staff recommends the approval of these contracts to purchase four pieces of landscaping equipment as follows: $103,052.45 awarded to Holt Texas, LTD., $45,900.00 awarded to DeWinne Equipment Company.
These contracts are procured on the basis of low bid and a Contracts Disclosure Form is not required.
