Lease Agreement with San Antonio Tennis Association at McFarlin Tennis Center
 
 
SUMMARY:
 
This Ordinance authorizes a three-year Lease Agreement with two (2) one-year renewal options with the San Antonio Tennis Association for use of McFarlin Tennis Center for office space and tennis courts for the purpose of providing on-going tennis programs, tournaments and recreational services to the community.
 
BACKGROUND INFORMATION:
 
The San Antonio Tennis Association (SATA) is a not-for-profit, volunteer-based community tennis organization affiliated with the United States Tennis Association (USTA) whose vision is to grow tennis in the greater San Antonio community.  SATA, whose presence at McFarlin Tennis Center dates back to the 1940's, promotes the lifetime sport of tennis as a means of healthful recreation and physical fitness, and provides programs for players of all ages and abilities, regardless of race, creed, color, national origin, or physical challenge.  SATA partners also include local schools, civic organizations, and other tennis associations in San Antonio and the surrounding area.
 
SATA has approximately 3,200 individual and organizational members and attracts many tennis players through more than fifteen (15) local, sectional and national USTA sanctioned tournaments each year.  In addition to USTA Programs, SATA offers additional programming for persons with disabilities, including Wounded Warriors and Special Olympics/Adaptive Tennis players.  
 
The current Lease Agreement, which began on May 1, 2012, terminates on April 30, 2015. The proposed new Lease Agreement will maintain SATA's presence at McFarlin Tennis Center through April 30, 2018, with the option to extend the lease for two (2) additional one-year periods.  SATA will continue to operate and provide tennis programs and tournaments for players of all ages and abilities at the site.  In lieu of rent, SATA will make a minimum investment of $3,000.00 annually. Planned projects such as resurfacing tennis courts and shade structures are subject to City review and approval.
 
 
ISSUE:
 
This ordinance authorizes a Lease Agreement with the San Antonio Tennis Association for use of McFarlin Tennis Center for office space and tennis courts for the purpose of providing on-going tennis programs, tournaments and related recreational services to the community.  These actions are consistent with Department policy to activate public parkland for on-going recreational and sports programs through community partnerships for the benefit of the public.
 
 
ALTERNATIVES:
 
The City could elect not to approve the Lease Agreement with SATA for use of McFarlin Tennis Center which would adversely impact the organization's access to tennis courts to conduct league play and tournaments, and offer related recreational programs and services to the community.  Subject to availability, the Department could identify for SATA other public park property with tennis courts.  The City would subsequently forego the future investment by SATA to improve McFarlin Tennis Center.
 
 
FISCAL IMPACT:
 
This action has no General Fund impact.  SATA will make a minimum of $3,000.00 in improvements annually, and the City will continue to maintain the exterior of the premises.
 
 
RECOMMENDATION:
 
Staff recommends approval of a Lease Agreement with the San Antonio Tennis Association for use of the McFarlin Tennis Center.
