Authorizing amendments to the Bihl Haus and San Antonio OASIS Delegate Agency Senior Independence Agreements
SUMMARY:
This ordinance authorizes amendments to the Bihl Haus and San Antonio OASIS Delegate Agency contracts to provide additional funding under the Senior Independence funding priority in the amount of $76,000 and $31,400 for Bihl Haus and San Antonio OASIS respectively for the period of December 1, 2018 through September 30, 2019. Funding is available in the Department of Human Services General Fund FY 2019 Adopted Budget.
BACKGROUND INFORMATION:
The Human Services Department manages ten comprehensive senior centers across the community. The City's Senior Services Program annually provides services to more than 33,000 seniors 60 years and above. Services at comprehensive senior centers include a midday meal in a congregate setting, as well as health and wellness activities, exercise, arts, computer instruction, nutritional education, case management and social activities. This ordinance increases contracts with Bihl Haus Arts to provide 12 art classes per week and with San Antonio Oasis to provide six computer classes per week, for the period of December 1, 2018 to September 30, 2019, at nine City of San Antonio-operated Comprehensive and Senior Nutrition Sites (Bob Ross, Cortez, District 2, District 5, Normoyle, South Side Lions, Northeast, and West End Park Senior Centers and the Kenwood Nutrition Site).
These contract amendments will increase contract awards to Bihl Haus and San Antonio Oasis to $126,000 and $131,400, respectively, for FY 2019.
As part of the biennial Human and Workforce Development Services Consolidated Funding process, a Request for Proposal was issued on April 26, 2018 and closed on May 29, 2018, to award human and workforce development services along five long-term outcomes and 16 funding priorities for the Department of Human Services and Economic Development. A total of $21.8 million of the $22.5 million Delegate Agency Budget was allocated to delegate agencies as part of the FY 2019 Budget Process. A balance of $774,359 was allocated through a subsequent Request for Proposal which was issued on August 27, 2018 and closed on September 28, 2018. As a part of this award, Bihl Haus and San Antonio Oasis received contracts for $50,000 and 100,000, respectively.
ISSUE:
This ordinance authorizes amendments to the Bihl Haus and San Antonio OASIS Delegate Agency contracts to provide additional funding in the amount of $76,000 and $31,400 respectively under the Senior Independence funding priority for the period of December 1, 2018 through September 30, 2019. Funding of $107,400 is available in the Department of Human Services General Fund FY 2019 Adopted Budget.
Authorizing these amendments is consistent with City Council’s direction to provide the necessary services through the Delegate Agencies to make a positive impact throughout the community.
ALTERNATIVES:
If the amendments are not approved for the Senior Independence funding priority, the Department of Human Services would need to issue another Request for Proposal (RFP) to award funds in the Senior Independence funding priority to meet the identified long-term outcomes and needs of the community.
FISCAL IMPACT:
This ordinance authorizes amendments to the Bihl Haus and San Antonio OASIS Delegate Agency contracts to provide additional funding under the Senior Independence funding priority in the amount of $76,000 and $31,400 for Bihl Haus and San Antonio OASIS respectively for the period of December 1, 2018 through September 30, 2019. Funding is available through the Department of Human Services General Fund FY 2019 Adopted Budget.
RECOMMENDATION:
Staff recommends approval of this ordinance authorizing amendments to the Delegate Agency contracts for Bihl Haus and San Antonio OASIS under the Senior Independence funding priority.
