SUBJECT:

Aerial Devices

SUMMARY:

This ordinance authorizes acceptance of a contract with Altec Industries, Inc. to provide the Building and Equipment Services, Parks and Recreation and Public Works Departments with four Aerial Lift Devices for a total cost of $476,234.00. Funding is available from the FY 2021 Equipment Renewal and Replacement Fund (ERRF) budget in the amount of $245,312.00 and the FY 2022 ERRF in the amount of $230,922.00, contingent upon City Council appropriation.

BACKGROUND INFORMATION:

Submitted for City Council consideration and action is the attached offer from Altec Industrial, Inc. to provide Aerial Lift Devices with up to a 40-foot working height capability, as planned replacements for two units in FY 2021 and two units in FY 2022.  The contract will provide four replacement aerial devices that will consist of two aerial devices with custom storage and two aerial devices with standard utility bodies.  There are currently twenty-nine aerial lift devices in the City’s fleet.

The Public Works Department requested this particular aerial lift body based upon their past operational experience.  Historically, Altec aerial lift bodies have had lower repair costs and increased equipment availability.

These units will be purchased from Altec Industries, Inc. utilizing the Source well contract #012418-ALT and will be made in accordance with the National Joint Powers Alliance cooperative program passed on Ordinance 2009-02-12-0102, dated February 12, 2009. Contracts awarded through this Purchasing Cooperative are competitive and meet all bidding requirements.

ISSUE:

This contract will provide four Aerial Devices for Public Works, Parks and Recreation, and Building and Equipment Services Departments. The replacement of this equipment is consistent with the City’s Equipment Renewal and Replacement program.

The Public Works Traffic Division will receive two replacements units for traffic signal maintenance for a total cost of $245,312.00 in FY 2021. The two replacement units have additional storage requirements, and therefore a slightly higher per unit price. The Parks and Recreation Parks Department Operations Division will receive one replacement unit that will be utilized for tree trimming maintenance. The Building and Equipment Services Department Facilities Division will receive one replacement unit that will be used to replace parking lot light lamps at City facilities. These two replacements are planned for FY 2022 for a total cost of $230,922.00, pending ERRF budget appropriation.

The life expectancy for this equipment is 96 months.

These items are covered under a basic 36-month warranty.

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

This contract is an exception to the Local Preference Program.

The Veteran-Owned Business Program does not apply to goods/supplies contracts, so no preference was applied to this contract.

ALTERNATIVES:

The aerial devices scheduled for replacement have met their age and/or mileage requirement cycles before they are replaced.  The replacement date is considered the optimum time for replacement in that delay of the acquisition could result in the equipment incurring higher maintenance costs as a result of age.  This could negatively impact the City’s ability to provide essential services to the residents of San Antonio.

FISCAL IMPACT:

The total estimated cost of this contract is $476,234.00. Funding is available from the FY 2021 Equipment Renewal and Replacement Fund (ERRF) budget in the amount of $245,312.00 and the FY 2022 ERRF in the amount of $230,922.00, subject to the appropriation of subsequent annual funding by City Council.

RECOMMENDATION:

Staff recommends the approval of a contract to purchase the Aerial Devices from Altec Industries, Inc. for a total amount of $476,234.00 for the Building and Equipment Services, Parks and Recreation and Public Works Departments.

This contract is procured based on cooperative purchasing and a Contracts Disclosure form is not required.
