SUBJECT: Employee Benefits Consultant Solicitation Overview

The Human Resources Department will provide a pre-solicitation presentation briefing for the Employee Benefits Consultant contract. The presentation will include an overview of the scope and proposed timeline for the solicitation process.
Consulting services have been provided by United Healthcare Insurance Company since June 15, 2013 and the current contract expired on December 31, 2013. United Healthcare Insurance Company performed cost analysis and validation studies for plan design changes and developed strategies to effectively control costs while maximizing benefits to employees, retirees and dependents. The consultant also assessed post-employment benefit costs to ensure compliance with the Governmental Accounting Standards Board (GASB) Statement 45 funding and reporting requirements. These services were provided on an as-needed basis. Considering the timeline and high-profile nature of this contract, we recommend the following path for this solicitation:
1. Draft RFP - October 2013
2. Goal Setting Committee - November 2013
3. Pre-Solicitation Briefing to HPCCC - March 2014
4. Release RFP - March 2014
5. RFP Proposals Due - April 2014
6. Complete Evaluation - May 2014
7. Post Solicitation Briefing HPCCC - June 2014
8. City Council Consideration - June 2014
