SUBJECT:

Advanced Funding Agreement with TXDOT for Traffic Signs around the San Antonio International Airport


SUMMARY:

An Ordinance authorizing the negotiation and execution of an Advanced Funding Agreement between the City of San Antonio and the Texas Department of Transportation (TXDOT) in the amount not to exceed $49,000.00 payable to TXDOT. The agreement will allow TXDOT to fabricate and install five traffic signs on TXDOT right-of-way along Highway 281 Northbound to replace current signage around the San Antonio International Airport (SAT). In addition, TXDOT will also remove one additional sign on their right-of-way. The City will be responsible for the design of the signs to meet TXDOT standards.


BACKGROUND INFORMATION:

The San Antonio Airport System is updating the wayfinding and signage at SAT to establish consistency and uniformity on the campus to coincide with the opening of the Consolidated Rental Car Facility (CONRAC). New markings and enhanced overhead roadway signs are underway to improve traffic flow around the airport and ease wayfinding for our SAT visitors.

Signage on the TXDOT right-of-way is a critical component to the wayfinding improvement program. Aviation and Transportation and Capital Improvements staff have collaborated with TXDOT to develop a strategy to improve wayfinding and signage at SAT. As part of the Advanced Funding Agreement, the City of San Antonio is responsible for the costs associated with the design of the signage which will meet TXDOT specifications. TXDOT is responsible for fabricating the five signs in-house, removing the current signage and replacing the new signs on the Highway 281 Northbound right-of-way. In addition, TXDOT will remove an extraneous sign on their right-of-way. The Advanced Funding Agreement clarifies the roles and fiscal responsibility of each agency.
