SUBJECT: Texas 1033 Surplus Property Program Enrollment
SUMMARY:
An ordinance authorizing the San Antonio Police Department to submit an application annually to participate in the Texas 1033 Surplus Property Program. Submission of the application will make the SAPD eligible to request and obtain a variety of surplus property through the duration of the program.
BACKGROUND INFORMATION:
Section 1033 of the National Defense Authorization Act authorizes the Secretary of Defense to transfer to state and local law enforcement agencies personal property of the Department of Defense which is determined to be suitable for use by law enforcement officers. The Texas 1033 Surplus Property Program is administered by the Texas Army National Guard which is responsible for facilitating the dispersal of surplus Department of Defense property to Texas law enforcement agencies.
The San Antonio Police Department has participated in the Disposition Services 1033 Program for the past several years and has received approximately 1, 456 individual items under this program. Additionally, the San Antonio Police Department anticipates receiving property during the upcoming renewal period. The items identified to date are as follows:

Acquisition of the items listed above is critical to ensuring the Department’s ability to provide necessary equipment to officers and specialized units at no cost to the City.
FISCAL IMPACT:
There is no fiscal impact associated with participation in this program.
RECOMMENDATION:
Staff recommends City Council approval for the submission of an application to participate in the Texas 1033 Surplus Property Program.
