SUBJECT:
Contract with Haven for Hope of Bexar County to support 98 dormitory beds.


SUMMARY:
An Ordinance authorizing a contract with Haven for Hope of Bexar County in the amount of $206,740.00 to support 98 dormitory beds dedicated to homeless receiving mental health stabilization and substance abuse treatment located at the Haven for Hope Campus for the period of February 1, 2018 to September 30, 2018 funded from the City's FY 2017 and FY 2018 General Fund Budget.



BACKGROUND INFORMATION:
Haven for Hope and more than 90 partner organizations provide on campus services dedicated to transforming the lives of homeless men, women and children in the San Antonio/Bexar County area by addressing the root causes of homelessness through job training, education, and behavioral health services. Campus operations and services are funded through multiple public and private sources, including the City of San Antonio General Fund, federal grants, State and Bexar County, private fundraising, and donations. In FY 2018, the total City of San Antonio allocation to Haven for Hope and related campus partners including the Center for Health Care Services (CHCS) is $7,060,703. On campus services include shelter, meals, job training and employment readiness, education, medical, mental health and addiction services.

The Center for Health Care Services (CHCS) manages two programs that provide treatment to homeless individuals experiencing mental illness, trauma, and substance abuse. The programs provide for 238 treatment beds at Haven for Hope of which the City funds 80 beds and CHCS funds the remaining with funds from the Texas Health and Human Services Commission Medicaid 1115 Waiver Program.
