Contract Award: (Professional Services) Menger Creek Drainage


SUMMARY:

An ordinance authorizing the execution of a civil engineering services contract in the amount of $610,966.10, authorized payable to CAS Consulting & Services, Inc., to provide project design services for Menger Creek Drainage, a 2012-2017 General Obligation Bond funded project, located in Council District 2.


BACKGROUND INFORMATION:

Project Background
This Project is part of the voter approved 2012-2017 Bond Program for Drainage and Flood Control Improvements. This proposition approved $6,526,000 for drainage related improvements, to include reconstruction of Menger Creek channel and upgrade the crossings at Rio Grande Street and Union Pacific Railroad, located in District 3.

This Project provides for the design of Menger Creek channel improvements from 400 feet east of Walters Street to the Union Pacific Railroad, a bridge at Rio Grande Street, culvert improvements at the Union Pacific Railroad crossing and a pedestrian bridge at Grimes Street. This Project will reduce the 100-year floodplain, which currently encompasses neighborhood homes.

Procurement of Services
A Request for Qualifications (RFQ) was released in July 8, 2013. This RFQ was advertised in the San Antonio Hart Beat, on the City's website, TVSA and the Texas Electronic State Business Daily. Responses were due on July 30, 2013. Twelve (12) firms responded to the RFQ. A selection committee consisting of a representative from CIMS, Public Works and SAWS evaluated and ranked the submissions. The selection committee evaluated and scored the proposals.
