SUBJECT:

TxDOT Temporary Closure Multi-Year Agreement - Rock 'n' Roll Marathon


SUMMARY:

This ordinance authorizes an agreement with the Texas Department of Transportation (TxDOT) for the temporary closure of State rights of way along Loop 13 (S.W. Military Dr.), Spur 536 (Alamo/Roosevelt/Probandt), US 281, IH 37 and IH 35 in connection with the San Antonio Rock 'n' Roll Marathon & 1/2 Marathon event to be held on November 17, 2013. Closures will be permitted between 5:30 a.m. to 5:00 p.m. The term of the Agreement is for one (1) year with a mutual option to extend and change the San Antonio Rock 'n' Roll Marathon & 1/2 Marathon event date each year for four (4) additional years.



BACKGROUND INFORMATION:

On November 17, 2013 the City will be co-sponsoring the annual San Antonio Rock 'n' Roll Marathon & 1/2 Marathon. This event attracts over 30,000 runners in addition to tens of thousands of volunteers and spectators. This year's event will once again include a bicycle tour of the route, which will begin just prior to the start of the race. In order to ensure a safe environment for all participants the closure of various roadways is required.




ISSUE:

Several of the roadways to be used during this year's Rock 'n' Roll Marathon event are state-owned roadways and authorization for temporary closure is needed from TxDOT. Based on TxDOT policy, authorization for temporary closures of state-maintained roadways is formally granted by agreement, which must be executed between governmental jurisdictions which will be impacted by the temporary road closures. Public Works Department staff, in coordination with Downtown Operations and San Antonio Police Department (SAPD), has developed the Traffic Control Plan that will be utilized during the temporary street closures.
