SUBJECT:

FY 2014 - FY 2015 Task Order Contract for Traffic Signal Equipment Modifications


SUMMARY:

This Ordinance accepts the lowest responsive bid and awards a construction contract, in an amount not to exceed $967,312.50 payable to D&G Energy Corporation, in connection with the FY 2014 - FY 2015 Task Order Contract for Traffic Signal Equipment Modifications. This contract will be utilized for the installation of traffic signal equipment at numerous locations throughout the City, as approved in the FY 2014 - FY 2018 Infrastructure Management Program (IMP), for projects to be identified in the FY 2015 - FY 2019 IMP and additional projects that materialize throughout the term of the contract.



BACKGROUND INFORMATION:

This contract was advertised for construction bids in the San Antonio Hart Beat, on the City's website and on the Texas Electronic State Business Daily in January, 2014. In addition, the bid announcement was made on TVSA and through the TCI Small Business Office. Bids for this Project were opened on Tuesday, February 11, 2014, with five (5) responsive bidders. D&G Energy Corporation was the lowest responsive bidder with a bid amount of $967,312.50.

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. This contract is within the scope of the SBEDA Program. However, due to lack of available firms and/or subcontracting opportunities, the Goal Setting Committee was unable to apply a SBEDA tool to this contract.
