SUBJECT:

Police Case Management System Grant

SUMMARY:

This ordinance designates the Chief of Police as the Authorized Official for the Police Case Management System grant awarded by the Office of the Governor, Criminal Justice Division, the acceptance of which was previously approved by City Council by Ordinance No. 2014-09-04-0653, dated September 4, 2014.


BACKGROUND INFORMATION:

On February 21, 2014, the San Antonio Police Department applied for the Police Case Management System grant from the Office of the Governor, Criminal Justice Division (CJD). City Ordinance No. 2014-09-04-0653, dated September 4, 2014, authorized the acceptance of a grant award in the amount of $33,302.00 for this project.

Pursuant to Texas Administrative Code, Subchapter D, Section 3.2021, the City of San Antonio is required to specify the grant's designated Authorized Official. The language in the Ordinance that passed on September 4, 2014 states that the City is designating the Assistant Chief as the grantee's authorized official. But for all Police CJD grants, the Chief of Police is required to be the Authorized Official (AO) on all Police CJD grants and therefore an amendment to the ordinance is required.


ISSUE:

The proposed ordinance continues City Council's policy of seeking intergovernmental financial assistance for City crime prevention and enforcement programs addressing violent crime and gang activity. The program from the Office of the Governor, Criminal Justice Division (CJD) will enhance the City's efforts in combating and reducing violent crime in San Antonio by improved Investigative case management.


ALTERNATIVES:

Current fiscal restrictions limit the City in using vendor programs for violence prevention and investigative case management. City Council can choose not to accept the grant award of $33,302.00. However, t...
