SUBJECT: Contract Award: (Job-Order Contract) Heritage Duck Pond Park Improvements


SUMMARY:

An Ordinance for Heritage Duck Pond Park, a 2012-2017 Bond Program funded Project, located in Council District 4, authorizing a Job Order Contract to Con-Cor Inc., in an amount not to exceed $268,526.61 for the construction of a skate park, sidewalks, and seating area, and the rehabilitation of a gazebo.


BACKGROUND INFORMATION:

Project Background
Under the voter approved 2012-2017 Bond Program, $87.15 million was allocated for Parks, Recreation and Open Space Improvements. The Bond Program funds are being used on various capital improvement projects to address community infrastructure needs and improve the overall quality of life in San Antonio. As part of that program, funds in the total amount of $400,000 in Parks, Recreation and Open Space Improvements Bond funds were approved for park improvements at Heritage Duck Pond Park located in Council District 4. The balance of the Project funds approved by voters will be used for design services, environmental services, advertising and project management, with any funds remaining to be realized as bond savings.

Three separate public input meetings were held in November 2013, February 2014 and April 2014 to gather feedback for the Heritage Duck Pond Park Project. As a result of the community input, Heritage Duck Pond Park improvements will convert an area of the park into a skate park with associated sidewalk and seating areas, as well as the rehabilitation of an existing gazebo. Project construction is anticipated to begin May 2015 and estimated to be completed by August 2015.
