Thermal Imaging Cameras


SUMMARY:
This ordinance authorizes a contract to provide the San Antonio Fire Department with sixty-one ISG-INFRASYS X380 thermal imaging camera package units from Allen W. Huelsebusch d/b/a ADH Marketing for a total cost of $542,900.00, which will be financed through a Tax-Exempt Lease Purchase Agreement, or other financial obligations, contingent on the execution of a lease program schedule or other issuance approved by subsequent Ordinance.


BACKGROUND INFORMATION:
Submitted for City Council consideration and action is the offer submitted by Allen W. Huelsebusch d/b/a ADH Marketing for the one-time purchase of sixty-one thermal imaging camera package units for a total cost of $542,900.00. The package unit includes a retractable lanyard, two Lithium-Ion batteries, station charger, and a truck mount charger.

The City of San Antonio's Fire Department utilizes thermal imaging camera technology to visually penetrate through smoke in order to identify hazards from a much greater distance and to locate and rescue fire victims in less time. This purchase will provide the Fire Department with sixty-one thermal imaging cameras for use in front-line situations also will provide the Fire Department with reserve cameras for firefighter's use while other cameras are being serviced or repaired.

Fire Department staff is currently trained on this brand of thermal imaging cameras. Based upon the most recent testing of thermal imaging cameras, the ISG-INFRASYS X380 was recommended by the Fire Department's Tool and Equipment Committee. The sixty-one cameras being purchased represent a product upgrade that includes new technology, such as the hot spot tracker, 2x and 4x zoom feature, pointing laser, longer battery life, higher pixel resolution and increased shutter speed.
