SUMMARY:

An Ordinance for the Upper Leon Creek Regional Storm Water Facility-Culebra Creek Natural Waterway Conveyance, a Storm Water Revenue Bond and 2007 General Obligation Bond funded Project, located in Council District 6, authorizing an amendment in the increased amount of $214,251.00 to the $1,952,175.00 Professional Services Agreement with AECOM Technical Services, Inc. for additional design services.


BACKGROUND INFORMATION:

Project Background
As part of the 2007-2012 voter approved Bond Program, $3,156,000.00 was allocated for the Upper Leon Creek Regional Storm Water Facility (RSWF) which was originally anticipated to be located within the Government Canyon State Natural Area. As part of this project, a Due Diligence and Feasibility Study for Government Canyon RSWF was completed on several potential detention sites within Government Canyon. Due to changes in floodplain conditions surrounding Government Canyon, it was determined the best options to reduce the risk of future potential flooding was to concentrate efforts on downstream projects. Therefore, three alternative projects within the Upper Leon Creek Watershed were identified and studied - Helotes Creek RSWF, Culebra Creek Natural Waterway Conveyance (NWWC), and Leon Creek NWWC.

The Culebra Creek NWWC was determined to be the most cost effective and beneficial project because it is expected to remove 40 structures from the existing conditions floodplain. Therefore, the City is proposing to move forward with the Culebra Creek NWWC project at this time.
