SUBJECT:

TXDOT Grant for Stinson Municipal Airport


SUMMARY:

Consideration of two Ordinances related to the Routine Airport Maintenance Program (RAMP) with the Texas Department of Transportation (TXDOT) at Stinson Municipal Airport (Stinson):

A. An Ordinance authorizing the reimbursement of up to $50,000.00 for an annual grant from TXDOT as part of the RAMP at Stinson for FY 2016. The funding is for maintenance projects such as roof repairs or painting of buildings. The City has participated in this program for more than five years.

B. An Ordinance authorizing the expenditure of the FY 2015 RAMP grant funds for the Terminal Office Space Build-Out project. Originally, the project identified for the FY 2015 RAMP funds was hangar roof repairs to the Texas Air Museum at Stinson, which was to be constructed through a Job Order Contract (JOC). Subsequently, the City was notified that a JOC was not an eligible construction delivery method for the RAMP grant. In order to maximize the funds in FY 2015, the RAMP grants were applied to another project, the Terminal Office Space Build-Out, which was solicitated as an Invitation for Bid (Low-Bid). The City's match on both projects was the Stinson Revolving Fund.

FY 2016 RAMP Grant
The Aviation Department and TXDOT have been working on a Routine Airport Maintenance Program grant for Stinson. For the program, the Aviation Department oversees the work and seeks reimbursement from TXDOT for up to $50,000.00. Previous projects include roof repairs to hangars, building repair projects and the painting of hangars.

FY 2015 RAMP Grant
