SUBJECT:
Explosive Ordnance Disposal Suits and Modular Components



SUMMARY:
This ordinance authorizes contracts with Med-Eng, LLC to provide the San Antonio Police Department with two Explosive Ordnance Disposal (EOD) Suits and Modular Components and two Improvised Explosive Device (IED) lightweight modular tactical (TAC 6) suits and Modular Components for a total cost of $73,592.00. The EOD and TAC 6 suits and their components are intended to be utilized by the San Antonio Police Department Bomb Technicians. Funding for this purchase is available from the Federal 2014 Urban Area Security Initiative (UASI) Grant.



BACKGROUND INFORMATION:
The City issued an Invitation for Bid on August 14, 2015 for bomb suits and components. Upon receipt of the bid pricing submitted by Med-Eng, an analysis was conducted between the bid pricing and Med-Eng's GSA pricing. The GSA contract provided more competitive pricing on the EOD bomb suits, helmets and breathing apparatus which resulted in a savings of $7,810.00 from the bid prices. As a result, the award to Med-Eng will result in two contracts to take advantage the cost savings.

A. Submitted for City Council consideration and action is the attached bid received from Med-Eng, LLC to provide two improvised explosive device (IED) lightweight modular tactical (TAC 6) suits and modular components funded from the Federal 2014 UASI Grant for a total cost of $25,316.00. The TAC 6 is a highly versatile and lightweight suit for Military EOD Operators and Bomb Technicians supporting SWAT teams/bomb squads. It protects against blast and fragmentation in environments where it is not possible or practical to wear a full scale, heavy bomb suit.
