SUBJECT:

Professional Services Agreements for On-Call Environmental Remediation Services


SUMMARY:

An ordinance authorizing the execution of two on-call professional services agreements with SWS Environmental Services (SWS) and Rawhide Construction Services (Rawhide) each in an amount not to exceed $750,000.00 per contract, each for a term of one year with an option to renew one or both of the agreements for an additional one-year extension under the same terms and conditions for on-call environmental remediation services related to federal transportation projects, capital improvement bond projects, and other City projects, located citywide.


BACKGROUND INFORMATION:

The Transportation & Capital Improvements Department (TCI), Environmental Management Division (EMD), assists TCI and other City departments with their property acquisitions and capital improvement projects, by assessing environmental impairments, performing environmental assessments, remediation of contaminated City property, and other general environmental consulting activities. Staff utilizes these on-call environmental remediation contracts on an as-needed basis to assist with various remediation projects.

A Request for Proposals (RFP) for Professional Environmental Remediation Services was released on January 15, 2016. Two firms responded and submitted their Statement of Qualifications (SOQ) on February 10, 2016. A selection committee made up of City staff from the TCI and Parks and Recreation Departments evaluated and scored the SOQs based on the published evaluation criteria which included experience, background and qualifications of the firms, their subconsultants and key personnel, the firms' project approach and management plan, teams experience with San Antonio region issues, and price proposal.
