Aircraft Rescue & Firefighting (ARFF) Self-Contained Breathing Apparatuses (SCBAs)



SUMMARY:

This ordinance authorizes acceptance of a contract with Municipal Emergency Services, Inc., utilizing the Houston-Galveston Area Council (HGAC) cooperative contract #EE08-15 to provide the Aviation Department's Aircraft Rescue & Firefighting (ARFF) firefighters at the San Antonio International Airport with Scott Safety self-contained breathing apparatuses and accessories for a total cost of $120,935.34. Funding will be available from the Airport Operating and Maintenance Fund.



BACKGROUND INFORMATION:

Submitted for City Council consideration and action is a request to award a contract to Municipal Emergency Services, Inc. for the purchase of self-contained breathing apparatuses (SCBAs) and accessories for the Aviation Department's Aircraft Rescue & Firefighting (ARFF) firefighters for a total cost of $120,935.34.

SCBAs provide firefighters with compressed breathing air which allows them to enter environments that are dangerous to life and health (fire, smoke, chemical, biological, radiological/nuclear, air borne contaminates). SCBAs must be compliant with NFPA 1981 (2013 edition). Currently, there are only two brands of SCBA's available that meet this requirement.

Of the two brands, the San Antonio Fire Department (SAFD) uses Scott Safety equipment. SAFD and Aviation Department's Aircraft Rescue and Firefighting (ARFF) Division personnel have been trained on the use this brand of SCBA. In addition, SAFD personnel have been certified to test, maintain and repair Scott Safety SCBA units. The SAFD SBCA Shop provides testing, maintenance and repair services for ARFF SCBAs.
