Standby Landfill Compliance, Environmental Remediation and Consulting Services Agreement Renewal

SUMMARY:

This Ordinance authorizes the first one year renewal of two professional services agreements with Drash Consultants, LLC, and Stearns, Conrad, and Schmidt Consulting Engineers, Inc., dba SCS Engineers. The agreement amount is not to exceed $165,000.00 for each company during the term of the renewal. This agreement shall be used by the Solid Waste Management Department (SWMD), on an as-needed basis for various landfill and environmental compliance projects related to City of San Antonio (City) property and/or City projects and is funded by the Solid Waste Operating and Maintenance Fund and through allocations from specific project funds at the time work is required.

BACKGROUND INFORMATION:

Ordinance 2015-10-01-0847 authorized the execution of two professional services agreements for standby landfill compliance, environmental remediation and consulting services with Drash Consultants, LLC, and Stearns, Conrad, and Schmidt Consulting Engineers, Inc., dba SCS Engineers. The original contract term was for one year through September 30, 2016, with two one-year renewal options at the City's sole discretion. The approved amount for these contracts was $165,000.00 per year, per contract.

SWMD utilizes consultants to provide technical assistance in various environmental activities including, but not limited to, groundwater monitoring, landfill gas monitoring and repairs, leachate collection, permit modifications and performing site assessments. Due to the highly regulated nature of the work, and the required training and knowledge, SWMD awarded two contracts to allow the flexibility in using a consultant whose expertise most closely matches a specific project.
