Construction Awards for FAA-Funded Projects at the San Antonio International Airport

 

 

SUMMARY:

 

Consideration of three Ordinances related to airfield projects partially funded by the Airport Improvement Program (AIP) grants of the Federal Aviation Administration (FAA) at the San Antonio International Airport:

 

A.                     An Ordinance authorizing a construction contract with J3 Company, LLC (J3) in the amount of $9,216,350.00 for Package 4 of the Runway 12R Rehabilitation and Terminal Area Taxiways Improvements projects.

B.                     An Ordinance authorizing a construction contract with SpawGlass Civil Construction, Inc. (SpawGlass) in the amount of $469,315.67 for Package 1 of the Perimeter Road Reconstruction project.                      

C.                     An Ordinance authorizing an amendment with Kimley-Horn and Associates, Inc (KHA) in an amount not to exceed $2,050,573.00. The amendment will provide construction administration, resident project representation, project management and inspection services, and additional design services for Package 4 of the Runway 12R Rehabilitation and Terminal Area Taxiways Improvements and Taxiway E Reconstruction projects; and additional construction services for Terminal Area Taxiways Reconstruction Package 2 Construction.

 

These actions will appropriate the funds, including the soft costs for each project, and amend the FY 2017 Capital Budget.

 

BACKGROUND INFORMATION:

 

The City regularly coordinates with the Federal Aviation Administration (FAA) for continued Airport Improvement Program (AIP) funding for eligible projects at the San Antonio International Airport. AIP funding eligibility is based on the Airport’s preliminary submittal of its annual Airport Capital Improvement Plan (ACIP) to the FAA. These projects may be eligible for grant funding at 75% of eligible project costs with a 25% local matching share. AIP funding available to the Airport for the airfield projects is a combination of entitlement dollars which are based upon the annual enplanements and discretionary dollars which are offered on a competitive basis to airports and are subject to available funding in any given year. The construction for the projects are packaged and phased in order to maximize potential FAA grant money the City would be eligible to receive each year and minimize impacts to airline and airport operations.

 

In January 2013, City Council authorized, through Ordinance 2013-01-31-0065, a professional services agreement with KHA for three airfield projects:  Runway 12R Rehabilitation, Terminal Areas Taxiways, and Taxiway E Reconstruction. The scope of work included planning, design, and construction administrative services, including resident project representation and inspection services, for all three projects. The contract value did not include construction administration services since the amount is determined after the design has been completed. The Aviation Department has completed the first phase of rehabilitation of Runway 12R.

 

In June 2016, City Council authorized, through Ordinance 2016-06-16-0463, the submittal and acceptance of FAA AIP program in the total amount of $14,777,950.00 for projects: Runway 12R Rehabilitation, Terminal Area Taxiways, and Perimeter Road Reconstruction.

 

 

A. Runway 12R Rehabilitation and Terminal Area Taxiway - Package 4 - Construction Contract

The scope of the fourth package of construction projects includes the rehabilitation of the primary Runway 12R/30L’s electrical systems including runway edge, runway centerline, and runway touchdown zone lighting systems, and the airfield electrical vault. The scope also includes reconstruction of Taxiway J between Taxiway G and Runway 12R/30L, and reconstruction of Taxiway G near Taxiway A, and Taxiway G at its intersection with Taxiway D. The work includes grading, drainage, utilities, lighting, shoulders, signage, and markings.

 

Solicitation

The low bid solicitation for this package was released in May 2016. The solicitation was advertised in Hart Beat and on the City of San Antonio website. Four bids were opened on Tuesday, June 28, 2016. KHA evaluated the bids and determined the lowest, responsive bid was J3. 

 

Disadvantaged Business Enterprise

The solicitation was released under the FAA Disadvantaged Business Enterprise (DBE) Program. The Small Business Division of the Aviation Department reviewed and approved the Good Faith Effort Plan submitted by J3.

 

B. Perimeter Road Reconstruction - Package 1

The airport perimeter road is located in the airfield area, and is utilized as a means to keep non-essential vehicle traffic out of the aircraft movement areas.

 

The scope of work for the first phase of construction for the Perimeter Road project will include reconstruction of approximately 900 linear feet. The project also includes minor road realignments, drainage, utilities, grading, markings, and temporary segments of roadway and fencing.

 

Solicitation

The low bid solicitation for this package was released in May 2016. The solicitation was advertised in Hart Beat and on the City of San Antonio website. Five bids were opened on Tuesday, June 28, 216. Atkins evaluated the bids and determined the lowest, responsive bid was SpawGlass. 

 

Disadvantaged Business Enterprise

The solicitation was released under the FAA DBE Program. The Small Business Division of the Aviation Department reviewed and approved the Good Faith Effort Plan submitted by SpawGlass.

 

C.                     Amendment to KHA Professional Services Agreement for Design and Construction Services

The original contract amount for planning and design services was $5,191,606.00. Previous amendments were authorized for additional design services and construction phase services for each year’s construction package for the three airfield projects.

 

This amendment will increase the contract in the amount of $2,050,573.00. It will provide for construction administration services, resident project representation, project management services, and inspection services for Package 4 of the Runway 12R Rehabilitation and Terminal Area Taxiways project, as well as additional construction phase services for the  Terminal Area Taxiway Improvements Package 2 project due to an extended construction duration, and for additional design services supporting Package 4 to repackage the 95% design submittal due to limited FAA funding.

 

 

ISSUE:

 

This action continues the City Council’s policy of utilizing federal funds for airport projects when available, enhancing airfield capacity and safety, and improving land uses at the San Antonio International Airport.

 

 

ALTERNATIVES:

 

City Council could choose not to approve awarding these construction contracts or the amendment to the design consultant; however, the City is not equipped or staffed to construct the project.  Additionally, the amendment provides the FAA-required third party inspection services.

 

 

FISCAL IMPACT:

 

The total fiscal impact for all three Ordinances is $12,954,561.35 of which the FAA AIP grant provides for $8,837,228.00 and the City provides $4,117,333.35 from the Airport Contingency and Improvement Funds. These actions will appropriate funds and amend the FY 2017 Aviation Capital Improvement Budget.

 

A.                     Funding in the amount of $9,216,350.00 for the construction contract with J3 for the Runway 12R Rehabilitation and Terminal Area Taxiways Package 4 project is available in the FY 2017 Capital Budget. Project soft costs, including contingency, total $1,540,380.23. The FAA grant portion of the project is in the amount of $8,030,047.00, while the City’s match is $2,726,683.23.

 

B.                     Funding in the amount of $469,315.67 for the construction contract with SpawGlass for the Perimeter Road Reconstruction - Package 1 project is available in the FY 2017 Capital Budget. Project soft costs, including contingency, total $321,150.33. The FAA grant portion of the project is in the amount of $529,849.00, while the City’s match is $197,617.00.

 

C.                     Funding for the amendment to the professional services agreement with KHA in the amount of $2,050,573.00 for construction phase services for Package 4, additional construction phase services for Package 2, and additional design services supporting Package 4 for the 12R Rehabilitation and Terminal Area Taxiway Improvements, and Taxiway E Reconstruction. The funding is available from previous appropriations and in the FY 2017 Aviation Capital Budget. The FAA grant portion of the projects is in the amount of $1,424,774.00, while the City’s match is $625,799.00.

 

 

RECOMMENDATION:

 

Staff recommends the authorization of construction contracts with J3 and SpawGlass. Staff also recommends the authorization of an amendment to the professional services agreement with Kimley Horn and Associates.
