SUBJECT: Contract Award: School Pedestrian Infrastructure Improvements

SUMMARY:
This ordinance for the School Pedestrian Infrastructure Improvements Project, a LAM funded Project, located in Council District 2 and 3, accepts the lowest responsive bid and awards a construction contract in the amount of $1,907,357.85, authorized payable to Allbrite Constructors of Texas LLC, of which $115,303.50 will be reimbursed by San Antonio Water Systems (SAWS), and $1,565,975.00 will be reimbursed by Texas Department of Transportation (TxDOT).
BACKGROUND INFORMATION:
In an effort to increase the safety of pedestrians near and around schools and transportation sites, the City submitted for funding to the Alamo Area Metropolitan Planning Organization (AAMPO) for infrastructure improvements. Five projects were submitted that supported the Transportation Alternatives Program (TAP) intention to promote non-motorized transportation as an integral part of the overall transportation system. The School Pedestrian Improvements Project was selected by the AAMPO to be funded. The City executed an Advanced Funding Agreement with the TxDOT accepting reimbursement in the amount of $1,565,975.00 for construction related expenses.

This Project provides for the construction of sidewalk improvements near Poe Middle School, Connell Middle School, Charles Ball Elementary School, Douglass Middle School and Herff Elementary School, all located in the San Antonio Independent School District, in an effort to improve safety for school children in those areas. Construction is scheduled to begin in November 2016 and estimated to be completed in May 2017.
