SUMMARY:

An ordinance for the Martin Luther King Park Improvements Project awarding a construction contract including three alternates to J3 Company, LLC in an amount of $2,612,414.04, a 2012-2017 General Obligation Bond-funded Project located in Council District 2.


BACKGROUND INFORMATION:

Project Background
The 2012-2017 Bond Program approved $2 million for improvements at Martin Luther King Park Project. In addition, funds in the total amount of $2 million in Streets, Bridges and Sidewalks Bond funds have been identified for use on this project due to the evolution and increase in the project's scale during and public input process. The balance of the Project funds approved by voters will be used for design services, environmental services, advertising and project management, with any remaining funds to be realized as bond savings.

As developed and approved through the public input process, this project provides for the demolition of the existing low water crossing at the Salado Creek within Martin Luther King Park and the construction of a bridge structure at the same low water crossing location. In addition, construction will include new asphalt paving leading up to the bridge, modifications to existing parking stalls, modifications to the existing Salado Greenway Hike and Bike Trail and installation of gates and post and cable barriers within the Wheatley Sports Complex north of the new bridge. In addition, the project provides for new entry signage at Martin Luther King Drive and modified entry signage at Houston Street. Project construction is anticipated to begin December 2016 and estimated to be completed by October 2017.
