Parks Annual Contract for Concrete

 

 

SUMMARY:

 

This ordinance accepts the low qualified bid and awards a Labor and Material Contract for Concrete Work in San Antonio parks to TCL Construction Enterprises, Inc., for an estimated annual amount of approximately $2.1 million for a total estimated amount of $6,284,015.00 for the three year period.  This ordinance also provides the procurement of labor and concrete material for park operations as needed and in accordance with the annual adopted budget approved by City Council.

 

 

BACKGROUND INFORMATION:

 

The City of San Antonio utilizes annual contracts for procuring high volume repetitive purchases.  Annual contracts are an efficient method of securing the best prices through volume purchasing and reducing large amounts of work related to the bid process.  Utilization of annual contracts allows the City to procure numerous different commodities in support of the normal daily operations.  Purchases will be made on an as needed basis and dependent upon available funds within the annual adopted budget.

 

The formal competitive bid was advertised in The Hart Beat on January 6, 2017, and January 11, 2017, on the City's website and in the Electronic State Business Daily.  Bids were opened on January 31, 2017, with three bidders submitting their bid.  TCL Construction Enterprises, Inc. was the lowest responsive bidder with a bid amount of an estimated annual amount of approximately $2.1 million for a total estimated amount of $6,284,015.00 for the three year period.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 25% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 2% African American Business Enterprise (AABE) subcontracting goal. TCL Construction Enterprises, Inc. has committed to 25% M/WBE and 2% AABE subcontractor participation. 

 

 

ISSUE:

 

This contract provides on-call services for labor and concrete material that is needed for repairs, maintenance, and upgrades (to include ADA compliance) at City parks, trails, and linear creekways.

 

 

ALTERNATIVES:

 

Should the City not approve this contract, the department would be required to purchase services on an as needed basis wherein increased cost due to non-contract buying could be realized.  This could result in delays for maintenance and repairs of parks.

 

 

FISCAL IMPACT:

 

Funds are not encumbered by this ordinance.  All expenditures will be in accordance with the Department’s adopted budget approved by City Council.  Purchases made will be on an as needed basis and dependent upon available funds within the annual adopted budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of the contract to TCL Construction Enterprises, Inc. for labor and concrete material on an annual basis.  The annual contract is critical to the City’s daily operation.  The contract was procured on the basis of low bid and Discretionary Contracts Disclosure Forms are not required.

 

This purchasing contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.
