SUBJECT:

Contract Award: 2017-2018 Task Order Contract for Storm Water Projects.


SUMMARY:

An ordinance for awarding the 2017-2018 Task Order Contract for Storm Water Projects to Pronto Sandblasting and Coating and Oil Field Services Company, Inc., for the construction of storm water infrastructure projects citywide in an amount not to exceed $3,799,726.00.


BACKGROUND INFORMATION:

This contract will be primarily utilized to construct, repair and maintain storm water Task Order related projects throughout the City. Task Order Contracts are utilized for small construction projects to allow for quick execution of work and are advertised with an estimated quantity of work.
Procurement of Services:

This contract was advertised for bids in May 2017 in the San Antonio Hart Beat, City's website, Texas Electronic State Business Daily and TVSA. Bids for this Project were opened on May 30, 2017 and six bidders responded. Of these, Pronto Sandblasting and Coating and Oil Field Services Company, Inc., submitted the lowest responsive bid.

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 18% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 1% African American Business Enterprise (AABE) Subcontracting Goal. Pronto Sandblasting & Coating & Oil Field Services Co., Inc. has committed to 18% M/WBE and 1% AABE subcontractor participation.
