SUBJECT: Contract Award: Tezel Road Improvements


SUMMARY:

An ordinance for the Tezel Road Improvements project, a 2012 Bond-funded project, accepting the lowest responsive qualified bid and awarding a construction contract in the amount of $312,224.00, to Maldonado Nursery & Landscaping, Inc., located in Council District 6.


BACKGROUND INFORMATION:

Project Background
The 2012-2017 General Obligation Bond Program authorized $7,251,000.00 for funding of the Tezel Road Improvement Project. As part of the planned improvements, the project provided widening of Tezel Road to four lanes with curbs, bike lanes and a continuous left-turn lane, to construct drainage improvements and add or replace sidewalks as needed.

Initially as part of the Tezel Road project, a public art component was considered to be placed within the medians along Tezel Road. The design for the public art piece included landscape enhancements to compliment the proposed art; however, after review, redesign for the art piece was requested, which prolonged the completion of the project. It was then determined that the public art would be included as part of the 2017 Bond Tezel Road Facility project; therefore, the public art component was cancelled. The project moved forward with only the median enhancements and advertising for bids opened in July 2017. Unfortunately the sole bidder was deemed as non-responsive for not meeting the Small Business subcontracting goals which resulted in having to re-bid the project with bids opening in November 2017.

This project provides for installation and maintenance of trees, shrubs and grasses within the medians on Tezel Road between Timber Path and Gilbeau Road. Construction is anticipated to begin in February 2018 and estimated to be completed by June 2018.
