SUBJECT: Revisions to Chapter 19 of the City Code


SUMMARY:

Ordinance amending Chapter 19 of the City Code to update the Traffic Control Devices Schedules to add locations where new installations of traffic control devices have occurred, remove locations where devices have been altered or removed, and update oversized vehicle parking violations.


BACKGROUND INFORMATION:

This ordinance will revise Sections 19-68(b), 19-38, and 19-225(h) of the City Code.

* Section 19-68(b) provides a schedule of Traffic Control Devices by type and location. In order to have effective enforcement, all traffic control devices need to be present on these schedules. Types of traffic control devices include, but are not limited to, stop signs, traffic signals, parking restrictions and speed limit designations. Approval of this ordinance will enable consistent enforcement of on-street traffic regulations and is a continuation of City Council policy to maintain efficient and safe traffic flow. The last Traffic Control Devices schedule update was on April 6, 2017.

* Section 19-38 provides a schedule of fines for parking violations. This ordinance will update Oversized Vehicle violation amounts established in Section 19-38(21) of the City Code of Ordinances. Additionally, the requirement to post signage prohibiting oversized vehicles parking is being removed to reduce the amount of sign clutter within residential zones.

* Section 19-225 provides administrative adjudication of stopping, standing and parking violations. This ordinance will update Section 19-225(h) to amend the definition of "Maximum Fine".
