Independent Evaluation Amendment
SUMMARY:
This item includes a briefing and possible Board approval to extend the Westat independent evaluation contract for three years and amend the contract for a total amount not to exceed $2,283,313.
BACKGROUND INFORMATION:
In 2013, Pre-K 4 SA issued a Request for Proposals (RFP) for an independent program evaluation. The Board approved for Pre-K 4 SA to enter into the contract with Westat. The approval authorized Pre-K 4 SA to initiate a contract with an initial five-year term, and one three-year renewal option. In October 2017, the Board approved an amendment to the current contract increasing the total by approximately $157,000 resulting in a total contract value of $1,398,157.
ISSUE:
This contract term includes a three-year option to renew. Pre-K 4 SA is requesting to exercise this option to renew. Additionally, staff have worked with Westat to identify evaluation work to take place during the three remaining years of the contract. The total dollar value of the contract with the amendment will not exceed $885,798. The scope for the remaining three years is as follows.
Option 1 (Years 6 and 7) - Benefit-Cost Analysis
* Purpose: Inform Pre-K 4 SA and the City of San Antonio on the estimated monetized benefits of, or return on the investment in, Pre-K 4 SA.

* Purpose: Collect data for all cohorts since the inception of the program to conduct analysis on comparison student data.
