SUBJECT:

Fourth Amendment to the Automated Fingerprint Identification System (AFIS) contract with NEC Corporation of America


SUMMARY:

An ordinance authorizing contract Amendment #4 with NEC Corporation of America to provide the San Antonio Police Department (SAPD) with the upgrade of two existing Automated Fingerprint Identification System (AFIS) workstations to the Integrated Biometric Workstation configuration for a one-time cost of $84,300.00 and annual 24/7 maintenance and support of $16,348.00. Funding in the amount of $100,648.00 for this program is available through the FY 2018 General Fund budget.


BACKGROUND INFORMATION:

Submitted for City Council consideration and action is the offer submitted by NEC Corporation of America to provide the San Antonio Police Department (SAPD) with the upgrade of two existing AFIS workstation to the Integrated Biometric Workstation configuration for a one-time cost of $84,300.00 which includes a 1-year warranty and an annual maintenance cost of $16,348.00 annually thereafter for a total cost in FY 2018 of $100,648.00.

NEC Corporation of America has provided the SAPD with an AFIS comprised of proprietary matching software for exacting fingerprint minutia, creating multiple fingerprint databases, and searching/matching algorithms for fingerprint identification.

In December 2017, the Texas Department of Public Safety (DPS) began upgrading their AFIS which was completed in January 2018. As a result of the DPS upgrades, two workstations located at SAPD which are connected to the DPS AFIS system will no longer be functional. These workstations are used by the department to register the latent prints from crime scenes and to search the archive system for both latent and ten prints.
