SUBJECT:

 

Professional Services Contract with Hagerty Consulting for development, facilitation, and evaluation of a full scale family reunification and witness processing exercise.

 

 

SUMMARY:

 

This Ordinance authorizes the execution of a professional services agreement for a term of six months, without the opportunity to renew annually.  Hagerty Consulting, Inc. will work with the Office of Emergency Management to develop, plan, facilitate, and evaluate a full scale family reunification and witness processing exercise. The total value of the contract is $35,000 of which $10,000 will be funded from the FY 2018 General Fund Budget and $25,000 will be funded from the 2018 State Homeland Security Grant funds.

 

 

BACKGROUND INFORMATION:

 

During the planning phase of the NCAA Final Four, law enforcement, fire, and emergency management personnel determined that it was critical to create a formal Family Reunification Plan that could be used in the wake of any type of mass casualty incident in the city.  Examining existing COSA reunification and witness processing policies and the after action reports from recent active threat incidents in Orlando, FL and Las Vegas, NV led to the development of the plan.  This plan was shared with the NCAA but has not yet been tested.

 

A Request for Proposals was issued on January 12, 2018 to solicit for a Homeland Security Strategic Planning Program. It became necessary to engage in similar services after we went to council for a contract with Hagerty Consulting, Inc. for $74,166 that was approved by Council on May 10, 2018 through Ordinance 2018-05-10-0342.  This contract for Homeland Security Strategic Planning was funded through 2016 and 2017 State Homeland Security Grant Program (SHSP) dollars.

 

 

 

ISSUE:

 

The newly developed Family Reunification plan has not yet been fully implemented or tested, and as such there is currently no guarantee that it is fully functional or encompassing of all the community partners and resources that might be required for San Antonio residents to recover from a mass casualty active threat event. By executing this contract, San Antonio can bring in subject matter experts from across the country that have experience in both real world events and exercising for active threat recovery.

 

 

ALTERNATIVES:

 

If this contract is not executed, the City will be unable to fully validate the plan developed for family reunification and witness processing, and be ill-equiped if a real world active threat event were to occur in the City.  Planning for the response and recovery of an event of this scale cannot be validated without a full scale exercise.

RECOMMENDATION:

 

Staff recommends approval of this ordinance to execute a contract with Hagerty Consulting for a total of $35,000 to develop, facilitate, and evaluate a full scale Family Reunification and Witness processing exercise.
