SUBJECT:

Award of a Construction Contract for Hike and Bike project at Stinson Municipal Airport


SUMMARY:

This Ordinance authorizes a construction contract with RCO Construction, LLC (RCO) for the construction of a 10-foot wide concrete trail within a 63-acre tract of land owned by the Aviation Department. Funding for the construction phase of the project is through the Parks and Recreation Department in the amount of $1,235,389.00 funded from 2015 Sales Tax Venue Funds. This project will connect Stinson Municipal Airport (Stinson) to the San Antonio Mission Reach and install a prefabricated pedestrian bridge over the acequia. This memo will reference the project as the Hike and Bike project at Stinson, but it is also known as the Connection from Mission to Stinson Airport project.


BACKGROUND INFORMATION:

Stinson Municipal Airport is the second oldest continuously-operating airport in the United States and serves as the designated general aviation reliever for the San Antonio International Airport. Over the past ten years, the City has invested in several projects to attract visitors to Stinson including the completion of a restoration and expansion of the terminal building in 2008; the design and construction of a new air traffic control tower which is expected to be operational by the end of the end of 2018; the opening of Big Bib's BBQ second location in the terminal building in 2016 and a new fixed-based operator GateOne in 2017; and, the awarding of a construction contract for new monument and directional signage around the Stinson campus.
