SUMMARY:

An ordinance authorizing the execution of the 2018-2019 Task Order Contract for Traffic Engineering Projects Package 2 for traffic engineering and safety construction projects with E-Z Bel Construction, LLC in an amount not to exceed $2,350,944.00 for projects located citywide.


BACKGROUND INFORMATION:

Project Background
Transportation & Capital Improvements (TCI) is responsible for implementing various traffic engineering and safety projects throughout the city. This contract is a continuation of program services previously provided by the 2016-2017 Task Order Contract for Traffic Engineering Projects Package 1 with Clark Construction of Texas, Inc.

Procurement of Services
This contract was advertised for construction bids on July 16 and July 23, 2018, in the San Antonio Hart Beat, on the City's website and TVSA. Bids were due on Tuesday, August 14, 2018, and one (1) bidder responded. E-Z Bel Construction, LLC was the lowest responsive bidder with a bid amount of $2,350,944.00.

E-Z Bel Construction, LLC agreed to meet the 21% Minority/Women Business Enterprise (M/WBE) and the 1% African American Business Enterprise (AABE) subcontracting goal for this contract.

This construction contract was developed utilizing the low bid process; therefore, Discretionary Contracts Disclosure Forms are not required.


ISSUE:

This ordinance authorizes the execution of the 2018-2019 Task Order Contract for traffic engineering and safety construction projects throughout the city with E-Z Bel Construction, LLC in an amount not to exceed $2,350,944.00.
