Contract Award: E. Highland Boulevard Street Reconstruction and Drainage


SUMMARY:

An ordinance accepting the lowest responsive bid and awarding a construction contract to E-Z Bel Construction, LLC in the amount of $767,942.00 of which $216,495.50 will be reimbursed by San Antonio Water System (SAWS) for the E. Highland Boulevard Street Reconstruction and Drainage Project, a 2012 General Obligation Bond funded project, located in Council District 3.

BACKGROUND INFORMATION:

On September 14, 2017, a budget amendment in the amount of $785,000.00 was approved by City Council for the E. Highland Boulevard Street Reconstruction and Drainage Project located in Council District 3.

The project will provide for new drainage inlets and upgrades to the existing underground drainage system located at the intersection of S. New Braunfels and E. Highland Boulevard, as well as street reconstruction of E. Highland Boulevard to eliminate localized flooding.
Procurement of Services
This project was advertised for construction bids on March 27, 2019 in the San Antonio Hart Beat, on the City's website, on the Texas Electronic State Business Daily, on TVSA, and through the TCI Small Business Economic Development Advocacy (SBEDA) Office. Plans were available to potential bidders through the CIVCAST electronic bidding site. Bids for this Project were opened on April 23, 2019 and three (3) bids were received. Of these, E-Z Bel Construction, LLC submitted the lowest responsive bid. A summary of the bid outcome is included as an attachment.
