2020-2021 Traffic Calming Construction Contract

 

 

SUMMARY:

 

An ordinance authorizing a two-year task order construction contract with E-Z Bel Construction, LLC in an amount not to exceed $1,792,775.00 for neighborhood traffic calming construction projects and other traffic projects of similar scope at locations throughout the City.

 

 

BACKGROUND INFORMATION:

 

The proposed FY 2020 Budget includes $1 million to continue the citywide Neighborhood Traffic Calming Program that was first established with the FY 2018 Budget.  The program funding includes engineering services, construction, materials and equipment required for implementation.  This ordinance awards the task order contract to be used for the construction component of the Neighborhood Traffic Calming Program.

 

Additionally, this task order contract provides capacity to implement other traffic projects of similar scope.  In anticipation of funding for the Neighborhood Traffic Calming Program to continue, this contract was advertised as a two-year contract.  This will allow staff to efficiently implement projects currently in the design phase to be funded for construction in the next fiscal year without delay. 

 

Procurement of Services

In April 2019, this task order contract was advertised for construction bids on CivCast, in the San Antonio Hart Beat, City’s website, Texas Electronic State Business Daily, TVSA and the TCI Small Business Office.  Bids were due on May 21, 2019.

 

Two bidders responded for the Task Order Contract for traffic calming construction. E-Z Bel Construction, LLC was the lowest responsive bidder with a bid amount of $1,792,775.00.  

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 12% Minority and Women Business Enterprise (MWBE) subcontracting goal and a 2% African American Business Enterprise (AABE). E-Z Bel Construction, LLC has committed to these goals set by the Small Business Economic Development Advocacy (SBEDA) Program.

 

This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance authorizes a two-year task order construction contract with E-Z Bel Construction, LLC in an amount not to exceed $1,792,775.00 for neighborhood traffic calming construction projects identified through a traffic engineering evaluation as part of the Neighborhood Traffic Calming Program and other traffic projects of similar scope. 

 

A total annual estimated construction capacity of $750,000.00 is needed to implement neighborhood traffic calming projects as part of the Neighborhood Traffic Calming Program as well as other traffic projects of similar scope.  This task order contract will provide the estimated maximum construction capacity needed for the next two years. 

 

This task order construction contract is for Neighborhood Traffic Calming projects that include, but are not limited to the implementation of traffic calming street features aimed at reducing vehicle speeds and/or the volume of non-local traffic in residential areas.  Street features may include signage, pavement markings, curb extensions, street closures, medians and any other work required for completion of Neighborhood Traffic Calming projects throughout the City.

 

 

ALTERNATIVES:

 

An alternative to utilizing an outside contractor to complete these projects would be to utilize in-house staff.  However, the equipment required for this type of effort is not available in-house and completing these projects is not feasible with staff’s existing workload. 

 

 

FISCAL IMPACT:

 

Funds are not encumbered by this action. Work activities will be allocated in the form of task orders as availability of funds are identified.  Potential funding sources for individual work orders include, but are not limited to, General Fund and other infrastructure funding sources. If funding for any work activities was not previously appropriated, funding will be identified and appropriated through subsequent City Council action.

 

Funds are not appropriated by this action. Funding for the Neighborhood Traffic Calming Program is included in the City’s proposed FY 2020 Budget.  Projects not funded through the FY 2020 Traffic Calming project are subject to available funding. Funding for the second year of this contract is contingent upon City Council approval of the FY 2021 Budget or use through other infrastructure funding sources including the Infrastructure Management Program (IMP), Neighborhood Access and Mobility Program (NAMP) and Advanced Transportation District (ATD).  Work activities will be allocated in the form of task orders. The City will make no minimum guarantee pertaining to the volume of work.

 

 

RECOMMENDATION:

 

Staff recommends the approval of this ordinance authorizing a two-year task order construction contract with E-Z Bel Construction, LLC in an amount not to exceed of $1,792,775.00 for traffic calming construction projects and other traffic projects at locations throughout the City.
