Contract Award: Animal Care Services “Kennel A” HVAC Upgrade

 

 

 

SUMMARY:

 

This ordinance accepts the lowest responsive bid and awards a construction contract in the amount of $549,000.00 to L.C. Mosel Co., Ltd. dba L.C. Mosel Company in support of the Animal Care Services “Kennel A” HVAC Upgrade project. Funding is through previously authorized unissued tax notes and included in the FY 2020 - FY 2025 Capital Improvement Program.

 

 

 

BACKGROUND INFORMATION:

 

Animal Care Services “Kennel A” provides shelter and security for approximately 200 pets on a daily basis, with thousands of pets moving through the building every year.  The purpose of this project is to replace the facility’s existing HVAC system.  The upgrades will improve temperature controls and air quality throughout the entire building.  This project is scheduled to start on October 2019 and be completed by April 2020.

 

 

This contract was advertised for bids in July  2019 in the San Antonio Hart Beat, City’s website, Texas Electronic State Business Daily and TVSA. Bids for this Project were opened on August 6, 2019 and two bidders responded, of which one bidder was deemed non-responsive.  Of these two bidders, L.C. Mosel Company submitted the lowest responsive bid. This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. L.C. Mosel Company has committed to meet the 20% Minority/Women Business Enterprise (M/WBE) subcontracting goal.  This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.

 

 

 

ISSUE:

 

This ordinance for the Animal Care Services “Kennel A” HVAC project accepts the lowest responsive bid and awards a construction contract in the amount of $549,000.00 to L.C. Mosel Company, a Deferred Maintenance Program funded project located in Council District 6. The Animal Care Services “Kennel A” HVAC project will improve temperature controls and air quality within the facility.

 

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project. However, re-advertising this project could result in higher bids and a potential funding shortfall. Also considering the additional time required to re-solicit this project, the replacement of the existing HVAC system would have to be deferred to next Fall/Winter, thus further delaying providing an efficient air quality improvement to this facility.

This ordinance accepts the lowest responsive bid and awards a construction contract in the amount of $549,000.00 to L.C. RECOMMENDATION:

 

Staff recommends the approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $549,000.00, to L.C. Mosel Company for the Animal Care Services “Kennel A” HVAC project.
