Change Order: West Military Drive and Ingram Road Connectors 

 

 

SUMMARY:

 

An ordinance approving a change order in the increased amount of $271,605.00 and authorizing payment to E-Z Bel Construction, LLC for the West Military Drive and Ingram Road Connectors Project, a 2017 Bond funded project, located in Council District 6 to install illumination foundations and conduit for streetlights along West Military and Ingram Road.

 

 

BACKGROUND INFORMATION:

 

On May 6, 2017, San Antonio voters approved the 2017 Bond Program, consisting of six propositions totaling $850 Million to be used on various capital improvement projects to address community infrastructure needs and improve the overall quality of life in San Antonio.  As part of Proposition 1 Streets, Bridges & Sidewalk Improvements, funds in the amount of $10,000,000.00 was allocated for the West Military Drive and Ingram Road Connectors Project.  Project Construction began in July 2019 and is estimated to be complete by March 2020.

 

Previous Council Action

A previously executed contract with E-Z Bel for West Military and Ingram Road Extension in the amount of $7,736,268.70 was approved by City Council on June 20, 2019 through Ordinance 2019-06-20-0537.  There have been no previous Change Orders for this contract.  This change order will increase the contract by $271,605.00 to a total of $8,007,873.70.  This will be the first change order for this project.

ISSUE:

 

This ordinance approves a change order in the amount of $271,605.00 and authorizes payment to E-Z Bel Construction, LLC for the West Military Drive and Ingram Road Connectors Project, a 2017 Bond funded project, located in Council District 6, to install illumination foundations and conduit for streetlights along West Military and Ingram Road.

 

This change order is requested by the City.  The project was designed for the roadway construction, to include curbs, sidewalks, bike facilities, traffic signal, lighting and drainage improvements to connect two sections of Ingram road and extend West Military Drive to the dead end into Potranco Road.   Due to a delay in CPS Energy providing the design, the streetlights design was not included in the bid package; therefore the construction of the foundation and conduits needed for the streetlights were not included in E-Z Bel’s construction contract award.   This change order will compensate E-Z Bel Construction, LLC for installation of the streetlight foundation and conduits on West Military and Ingram Road Connectors.  

 

Approval of this ordinance will be a continuation of City Council policy to complete previously approved 2017 General Obligation Bond funded projects.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to approve the change order and then require another contractor to complete the work. However, this would lead to delays of the project and a likely increase in price. The most cost effective option is to approve this change order.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $271,605.00 payable to E-Z Bel Construction, LLC for construction services.  Funds are available from the 2017 General Obligation Bond Program and are included in the FY 2020 -FY 2025 Capital Improvement Program Budget.

 

RECOMMENDATION:

 

Staff recommends approval of this City requested change order in the total amount of $271,605.00 for the West Military Drive and Ingram Road Connectors Project.
